You will serve as an ENGINEER/SCIENTIST in the Weapons Control & Integration Department of NAVSURFWARCENDLD.

Duties

You will provide leadership of diverse development teams that conduct rapid research, development, test and evaluation, and production of technologies that enable the nation and DOD to effectively respond to asymmetric threats. You will provide oversight of all current and future efforts in a classified, rapid development environment while managing resources required to execute those efforts. You will be responsible for representing the program at meetings, working groups, certification boards, and sponsor driven events, both internal and external to NSWCDD. You will execute programs, manage resources, conduct strategic planning, and business development in support of the program sponsor and other external organizations. You will respond with urgency to rapidly evolving program needs in order to balance aggressive developmental schedules while ensuring technical rigor objectives are met. You will cultivate and maintain a close working relationship with sponsors and external government and industry partners, as well as other stakeholders to achieve program objectives, develop efficiencies, and expand the portfolio. You will apply program management principles, methods, and tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. You will prepare, justify, and administer the program budget. You will apply sound resource management principles and align resourcing decisions with policy, strategic direction, programmatic priorities, and management insight. You will oversee procurement and contracting to achieve desired results. You will monitor expenditures and uses cost-benefit analysis to set priorities and negotiate with the sponsor. You will organize work, set priorities, and determine resource requirements, determining short- or long-term goals and strategies to achieve them. You will coordinate with other organizations or parts of the organization to accomplish goals, monitors progress, and evaluate outcomes. You will oversee all program technical and functional activities such as system engineering, electrical/mechanical engineering, testing, configuration management, and safety to enable successful execution of customer requirements. You will ensure deliverables are provided on-time and with high quality. You will address acquisition challenges, establish goals and action plans to improve workspace utilization, and develop efficiencies, and strengthen the technical and business portfolio. You will communicate with line management and other leaders regarding program status, challenges, risks, and opportunities via ad hoc communication, formal Program Reviews, and PTEM submissions. You will mentor, team-build, and develop a solid succession planning model to ensure enduring success.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a General Physical Scientist (1301-series), an Operations Research Analyst (1515-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

• Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
• Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
