This position is part of the ADD Navajo, Bureau of Indian Education (BIE). As a Education Program Administrator you will be responsible for the instructional leadership, management, administration, oversight and operating efficiency and effectiveness of assigned BIE education programs.
Duties
As a Education Program Administrator GS-1710-15, your typical work assignments may include the following under supervision:
Reports to the Associate Deputy Director (ADD), Navajo Schools; will be responsible for the management of the Education Resource Center (ERC).
Direct and administer the Federal government education treaty and/or education trust responsibilities to the Indian people.
Leads and oversees hiring, training and retention, to ensure core instructional programs are scientifically research based and supplemental programs are appropriately aligned with the ERC to achieve academic excellence at all BIE operated schools.
Ensures safe and secure schools; develops and implements appropriate policies, procedures, and processes to address violence, drugs, continuity of operations, and overall student safety.
Functions at the executive level with Federal, Tribal, State, and other local governments; Contacts will also include business organizations, universities, media, interest groups, members of Congress, Congressional Committees, and public and private citizens.
Maintains a close working relationship with tribal officials; communicates and/or interprets programs and policies affecting Indian education programs.

Qualifications
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
BASIC REQUIREMENTS:
Degree: that was supplemented by professional teaching or staff experience at the elementary or secondary levels that demonstrated thorough knowledge of the operation of educational programs at the elementary or secondary levels, and completion of at least one semester or the equivalent of graduate-level course work in school administration or school management, and/or curriculum development.
OR
Possession of a permanent license or certificate for school administrator (either elementary or secondary) issued by a State, the District of Columbia, or one of the territories or possessions of the United States.
In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-15: One (1) year of specialized experience equivalent to at least the GS-14 grade level performing duties, such as: provided instructional leadership, direction, management, administration and oversight in the operation of a large education program or school system; developed plans and executed Government Performance and Results Act (GPRA), and other initiatives designed to provide maximum and optimal education services to the Indian students focusing on improved student academic achievement; developed, monitored, and implemented a sanctions and rewards program for schools that failed or succeeded in achieving academic excellence; developed and administered policies on hiring and curriculum management; developed and recommended educational and operating policies; wrote and implemented policies, procedures and processes to address violence, drugs, continuity of operations, and overall student safety.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

EDUCATION: Transcripts
