The primary purpose of this position is to serve as the maintenance and logistics test and evaluation (T&E) specialist in the operational testing of Department of Defense (DoD) weapons systems programs.
Duties
Provides maintenance and logistics subject matter expertise and test and evaluation knowledge to Air Combat Command (ACC) test teams on issues concerning test concepts, test designs, and test plans.
Conducts test and evaluation to ensure systems under test are evaluated operationally in terms of effectiveness, suitability, and mission capability.
Attends and serves as representative in communicating test acquisition logistics and suitability program matters.

The 59 TES Maintenance and Logistics Test & Evaluation Specialist position serves as the intermediary for test operations between the 422d TES and Falcon AMU on Nellis AFB. This demanding position requires a blend of maintenance experience, logistic experience, and test and evaluation knowledge. As the F-16 suitability lead, you will serve as the focal point for software management and aircraft modification under test for the Combat Air Forces (CAF). You will provide essential technical oversight for test and evaluation requirements, planning, and reporting ensuring that the mission for the F-16 remains at the cutting edge of National Defense.
The 59 TES Maintenance and Logistics Test & Evaluation Specialist position plays a central role in ensuring the seamless continuity and technical expertise required for the complex, diverse, day-to-day operations at Nellis Air Force Base (AFB). You will be required to communicate logistic and suitability program matters and represent the 53 Wing at program conferences to advise on current and future status of test programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of theories and principles of logistics management and RM&A planning and execution. Knowledge of analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve RM&A plans, and in developing and modifying work methods. Knowledge of the acquisition system process, including operational requirement development process, the role of test and evaluation, their methodologies to develop and implement advanced or innovative modifications to standard accepted methods and practices of aircraft system testing, necessitated by unique limitations and requirements of operational testing. Practical knowledge of system designs along with familiarity of specifications and understanding of maintenance requirements during acquisition and other stages of a system project. Knowledge of user operational requirements, operational concepts, accepted design principles, equipment, and maintenance of aircraft and associated maintenance/logistic support systems to accomplish test planning, execution, analysis, and reporting. Knowledge of operational test support requirements to provide coverage of funding, supply, and a variety of other technical support activities.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of airpower program goals, objectives, and operational missions while planning, coordinating, and resourcing OT&E test activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness and suitability of planning actions as related to actual events.
Knowledge of aircraft maintenance concepts to include, but not limited to, inspection, repair, overhaul, modification, preservation, refurbishment, troubleshooting, testing, analyzing condition of performance, and manpower as well as organizational functions involved in logistical support.
Extensive knowledge of operational test and evaluation organization and structure, concepts, principles, practices, and applicable code, regulations, policy, as well as of theories and principles of Reliability, Maintainability, and Availability planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable operational test program.
Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistics, objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements) and establish relationships between the participants involved in deploying the plan.
Ability to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems.
Knowledge of methods and procedures regarding maintenance data collection tools for the gathering of aircraft maintenance data, the interpretation and analysis of those data, and their representation in final reports.
