This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN) 6, at the Salem VA Medical Center (VAMC). Provides administrative support for the Facilities Management Service (FMS) at the Salem VAMC and its outlying CBOCs.
Duties
Responsible for administrative functions and assisting with the management of the Preventive Maintenance Program (PM).
Makes contacts with vendors regarding pending contract expirations and requests proposals for renewal of contracts.
Assigns a PM schedule and creates bar code labels for the equipment.
Opens and closes out PM work orders and compiles results of PM accomplished.
Primary point of contact for emergency repair calls.
Issues work orders, and upon completion by the staff, enters description of work done, parts numbers and costs, time spent, etc.
Provides assistance to clinical services and biomedical program technicians in preparation for JCAHO, CAP, CARF, and other regulatory agency visits.
Performs audits of current processes in regard to current medical center memorandums and SOPs, MCM and Charters.
Primary Fund Control Point Official of the On-Line Certification System (OLCS) to verify and certify for payment.
Must be familiar with accounting procedures in order to analyze and execute documents.
Verifies services were performed by contractor and cost is correct.
Responsible for coordinating the Human Resources Program for the facility management Section with the Administrative Officer and/or Human Resources Management Service (HRMS).
Acts as the liaison between facility managementing Section and other organizational elements within FMS and the Medical Center.
Performs all other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing administrative functions relating to budget, finance, supply procurement and maintenance, office operations and technology support; establishing and maintaining filing systems; using automated data processing equipment to generate a variety of reports; typing letters, memos, reports; processing incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication; scheduling, timekeeping, coordinating training, travel orders, personnel actions, purchase orders, procurement request; understanding and adherence to all federal and local guidelines, policy and procedures; expertise in computer knowledge that includes MS-Word, Excel, Outlook and other administrative programs.

Physical Requirements: The work is mostly sedentary; however, walking, stooping and bending, and the carrying of light items such as paper and manuals is required. Duties also require mental concentration and alertness.
