This position provides technical/professional support in the areas of asset management business practices with the use of Facility Management Software System (FMSS)programs for parks within the region. Participates in the formulation and execution of long-range strategies for facility development, rehabilitation, recapitalization, and operations and maintenance(O&M) activities throughout the region.
Duties
The vacancy is to fill 1 position. The location of this position is based upon selection.
This position is located within the Region 3,4,5 (Midwest) Regional Office; Directorate of Facilities, Planning and Infrastructure; Facilities Division; Asset Management Branch. The incumbent serves as the Supervisory Facility Management Systems Program Coordinator and is responsible for oversight of the Asset Management Program and Enterprise Asset Management Suite of software for the region's 60+ parks.
Major duties of the position:
Operates/oversees the operation of the FMSS system including, but not limited to asset identification and inventory including attached equipment/features, condition assessment, cost estimating, work order generation, and life cycle information.
Supports park management in complying with core responsibilities of Director's Order #80 Real Property Asset Management, departmental Asset Management Plan, and Executive Order #13327 Federal Real Property Asset management.
Completes training for and schedules annual, comprehensive, and parametric assessments to meet required deadlines. Assists in the determination of Asset Priority Index (API) ratings for all assets.
Calculates and updates asset current Replacement Value (CRV) using NPS-developed standardized methodology. Completes the annual review, closeout and setup of numerous routine maintenance work orders for inclusion in the operational budget. Evaluates planned and actual cost of routine work orders and updates as required.
Reviews reports to prioritize asset needs and communicates annual project needs to the facility managers. Works with park staff in developing facility projects in the Project Management Information System (PMIS).
Overseas and Coordinates FMSS work orders and estimates for park projects such as Cyclic, Recreation Fee, Repair/Rehabilitation, Housing, Concessions, Environmental Management, Transportation, and Line Item Construction funded projects.
Reviews park-prepared facility PMIS projects to ensure data fields are aligned and accurate information presented, such as beginning and ending Facility Condition Index, work order types, etc.
Prepares and presents reports to management from FMSS databases for operational, fiscal, and planning purposes.
Utilizes a variety of software programs in the performance of tracking and reporting duties. Provides information to support park Government.
Performance and Results Act (GPRA) goals.
Trains all new FMSS park users in all phases FMSS and coordinates formal Facility Management Program (FPM) workshop and training sessions to ensure employees stay current on program changes/updates.
Provides support and guidance on all practical and technical aspects of FMSS database software used to track facility management functions.
Maintains, updates, and review FMSS data critical for tracking project funding on an annual basis.
Supervision of 3-5 Regional FMSS network specialists, spread across the region
Point of contact for the Midwest Region's FMSS program.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: Possess at least one year of specialized experience equivalent to the GS-11 grade level in the federal service. Specialized experience is described as demonstrated experience: managing agency asset data for items such as equipment, buildings, recreation facilities, housing, roads, water/wastewater systems and more; establish and coordinate short and long term asset management schedules through sophisticated agency database system; create projects and coordinate with agency staff in the development of future projects within agency automated project management systems; coordinate work orders with users and maintenance staff; develop proper estimates for all agency projects and routine maintenance; use standardized guidelines to conduct and coordinate asset condition assessments and enter results into asset management databases also using assessments to justify future projects; prioritize asset needs by facilitating the development of asset priority ratings for the agency; and train, coordinate and report on all asset management data to superiors, agency counterparts, peers and Regional/National agency administrators.
