This position is responsible for providing facility management support for a Mount Rushmnorme National Memorial. The Supervisory Facility Operations Specialist supports an organization of facilities and equipment through the supervision of subordinate staff, multi-year/operation budgets and utilization of new information technologies. These duties provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources.
Duties
Mount Rushmore National Memorial is a complex, multi-facetted operation that includes 24-hour law enforcement and dispatch services, multi shift maintenance and interpretive programs and multi-million-dollar concessions operation.
This position manages operational aspect of the multi-shift maintenance program and works directly under the Chief of Facilities.
Assets, Operations, and Fleet Management: Implements/manages Facility Management Software System for cost effective management of park assets. Performs and maintains asset inventories and parametric' s for the purpose of managing maintenance costs.
Project Management: Determines and recommends project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. Evaluates the need for professional consultation and facilitates the coordination for the design, development, review and evaluation of project documents.
Risk Management/Safety: Responsible for implementing a current safety and training program to eliminate at-risk behaviors and environments enforcing regulatory policies and mandates. Serves as the park's collateral duty Safety Officer.
Compliance: Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations.
Personnel Management: Exercises the full range of supervisory duties. Executes established work plans and establishes work schedules and priorities. Completes or oversees all seasonal hiring and establish performance standards.
Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation repair and maintenance of park infrastructure and equipment.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include: (1) managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; (3) directing actual work operations, preparing and managing asset condition assessments for a park, recreational area, or similar facility by identifying, planning and recording in a software system, such as the Facility Management Software System (FMSS); documenting deferred maintenance, inventory, and condition data; developing and monitoring a facility management asset documentation process; assisting in project development through the use of an automated system such the Project Management Information System (PMIS). You must include hours per week worked.

EDUCATION: Successful completion of at least t a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., with major study in engineering, industrial arts, property management, or business administration. You must include transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
