About the Position: This position is with the US Army Corps of Engineers, Institute for Water Resources (IWR).
This position will be filled on a permanent basis.
This is not a remote position.
Duties
Plan work to be accomplished by subordinates, set, and adjust short-term priorities and prepare schedules for completion of work.
Identify developmental and training needs of employees, providing or arranging for needed development and training.
Assemble cross-agency federal coalitions to collaboratively solve challenging Nation-wide water resources problems in river hydraulics.
Conduct and exercise oversight for nationwide river hydraulics software within the organization (Hydrologic Engineering Center).
Manage and provide technical supervision of research, training, and technical assistance projects assigned to the Division and leadership with national teams.
Determine the scope of nationwide programs through contact with field offices, HQUSACE, other federal agencies.
Plan the program from the viewpoint of meeting the immediate and strategic needs for river hydraulics analysis methods.
Manage funding to deliver services and products as outlined in the division's overall project management plan.
Serve as Contracting Officer's Representative (COR) for all contracts awarded for the division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In addition to meeting one or more of the basic requirements above, you must also meet the qualification requirements listed below.
SPECIALIZED EXPERIENCE REQUIREMENT:
One year of specialized experience which includes: 1) Conducts and exercises oversight for nationwide river hydraulic software for the organization; 2) assembles cross-agency federal coalitions to collaboratively solve challenging Nation-wide water resources problems in river hydraulics, sediment transport, and statistical analysis of fluvial flood hazards; and 3) plans the program from the viewpoint of meeting the immediate and strategic needs for hydraulic analysis methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-14 or above.
NO SUBSTITUTION FOR EXPERIENCE: Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, both the individual occupational (basic) requirement AND the specialized experience requirement must be met; no substitution of education for specialized experience is permitted.
