Qualifications

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-11 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as experience with contract audits for Government and/or contractors; experience determining allowable costs; experience providing cost analysis determining allocable, and reasonable; experience auditing contractors' accounting practices, policies, and procedures; experience reviewing audit reports and assisting the acquisition workforce with resolving financial analysis issues.
3 years of progressively higher level graduate education leading to a Ph.D. degree; or Ph.D. or equivalent doctoral degree; the education must be directly related and provide the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
NOTE: 1 year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study; if that number cannot be obtained from the school, 18 semester hours is considered an academic year of graduate study.
To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as conducting contract audits for Government and/or contractors; determining allowable costs; independently auditing contractors' accounting practices, policies, and procedures; reviewing audit reports and resolving financial analysis issues.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Skill in planning
Ability to audit assignments requiring an integrated analysis of several different operational programs and accounting systems
Skill in written communication
Ability to develop and publish clear, concise agency or Government positions, interpretations, determinations, policies, and procedures
Ability in negotiation techniques for the resolution of cost, accounting, and billing issues, establishing final contract costs, settlement actions and advance agreements
Knowledge of the laws, regulations, and policies governing Federal accounting and auditing
Skill in oral communication
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You must have a bachelor’s or higher degree from an accredited or pre-accredited college or university in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The hours may include up to 6 hours in business law; OR a combination of education and experience with at least 4 years of experience in the related field. Your background must also include one of the following:
1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law;
2) certificate as Certified Public Accountant/Internal Auditor; or
3) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that
(a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and
(c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.
