This position is located in Natural Resources Stewardship and Science, in the Environmental Quality Division. Open to the first 50 applicants or until 11/06/2024 whichever comes first. The incumbent serves as a Social Scientist supporting the National Park Service via analyses, implementation, performance, and reporting of various dimensions of the Socioeconomic Monitoring efforts.

Duties

The major duties of the Social Scientist position include, but are not limited to, the following: Technical expert in visitor use and social science research and monitoring. Project management for socioeconomic monitoring protocol development, analyses and related refinements Technical writing, reporting and documentation of socioeconomic data results Knowledge of policy regarding data collections, time and space analytic resolution, approach and related requirements to collaborate with recreation, leisure, protected area and visitor use programs.

Qualifications

All qualifications must be met by the closing date of this announcement-11/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-12 grade level, you must possess ALL of the following minimum qualifications by close of the announcement: BASIC REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. -OR- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -AND- EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes ALL of the following:(1) Proven analytic capabilities with visitor survey data that establishes rigorous approaches to socioeconomic data comparisons across a variety of scales. (2) provides leadership to recreation, leisure, protected area and visitor use programs regarding socioeconomic monitoring data including experience working with a diversity of social science methods to establish protocols for analyzing and reporting socioeconomic monitoring data and results for recreation, leisure, protected area and visitor use programs, (3) conducts data analyses including utilizing primary and secondary data sources including summarizing results via technical writing and verbal communication skills, (4) generates tools and reference materials to assist recreation, leisure, protected area and visitor use programs and their stakeholders to understand socioeconomic data, methods and approaches, analyses, and results (5) maintains socioeconomic monitoring databases to receive, manage, document and communicate to various stakeholders, and (6) Provides technical assistance to internal and external stakeholders in the use and interpretation of socioeconomic monitoring data and results. You must include hours per week worked. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.
