This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Ice Harbor Project is a multi-purpose hydropower project, with missions that include operation and maintenance of the facility for flood control, hydroelectric power generation with six main generating units, and navigation locks.

Duties

Updates project drawings to reflect as-built conditions resulting from actual construction, installation or modification of a large variety of project features ranging from architectural modifications to changes in complex equipment controls. Investigates and corrects drawing discrepancies. Serves as fund control officer for the various sections, providing explanations and guidance on procedures for preparation of documents, i.e., CEFMS documents such as PRCs, supply requisition documents, etc. Maintains an up-to-date project drawing file, index system, and microfilm retrieval system. Prepares complete drawings including plans, schematics, details and sections for construction of modification to structures, utilities, recreation facilities, and mechanical and electrical equipment as found on a major hydroelectric power project. Prepares final drawings using standard drafting techniques and/or CADD system. Monitors, records, and interprets on a prescribed schedule all project structural instrumentation.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-05 Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes reviewing and performing proofreading or quality control of data in at least one type of computerized system, reviewing and editing documents, and utilizing basic features of spreadsheets for various tracking purposes. OR Education: Four-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06 Specialized Experience: One year of specialized experience which includes experience using standard drafting techniques or experience using computer-aided design and drafting systems to produce or update engineering drawings as directed by others. OR Education: One half year of graduate level education leading to a master's degree, including any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics (or equivalent). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-07 Specialized Experience: One year of specialized experience which includes experience performing basic engineering computations; data collection, presentation, and analysis; and experience using Computer Aided Drawing software to update technical drawings from sketches.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics (or equivalent). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
