The employee serves as a Contract Specialist with the Office of Budget and Financial Management and provides pre-award and post-award contracting support for assigned projects in acquiring a large variety of supplies and services through commercial acquisition procedures, simplified acquisition procedures, federal supply schedules, delivery order and task order competitions from indefinite-delivery indefinite-quantity contracts, and interagency agreements with other Federal government agencies.
Duties
Position Overview
The Contract Specialist assists program office(s) and supports Senior Contract Specialists in defining the acquisition needs, identifying sources for goods and services, determining the most appropriate method of procurement, negotiating the terms and conditions of contracts, and implementing all acquisition policies and procedures.
Major Duties & Responsibilities
Ensures contracts and purchases meet the requirements of contracting provisions of the Small Business Act and the Dodd-Frank financial reform legislation.
Assists, leads, plans, develops, and establishes the acquisition strategy for the assigned projects and manages the resultant contract.
Determines the types of contracts and contract vehicle to be used and prepares all supporting acquisition-related documents.
Coordinates with General Counsel and other offices during the acquisition process.
Appoints the Contracting Officer's Representatives (CORs) and assigns Invoice Approvers, and provides guidance and assistance, as applicable.
Provides guidance to a Technical Evaluation Panel (TEP) concerning the proper evaluation techniques pertinent to the respective acquisition.
Ensures evaluation team adheres to the established acquisition strategy identified in the acquisition plan and solicitation.
Solicits quotes, orally or through written requests for quotations (RFQ).
Develops RFQ solicitation packages with appropriate provisions and terms and conditions.
Directs or assists in a full range of contract administration actions required for the acquisition program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor past performance evaluation, disposition of claims, terminations, and similar matters.
Prepares award documentation, performs post-award follow-up and administration, to include negotiating minor price changes, changes in terms of delivery, cancellations of orders, etc., and closes out the calls and orders.
Performs other duties as assigned.

- This position is eligible for inclusion in the bargaining unit. The union that represents employees in this position is the National Treasury Employees Union (NTEU) Chapter 343.

Qualifications
You may qualify for your desired series and grade level if you meet the following qualification requirements:
BASIC REQUIREMENTS:
A 4-year course of study leading to a bachelor's degree with a major in any field; -OR-
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. -OR-
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. (Supporting SF-50 or equivalent required with application for those claiming the exception to the Basic Requirement.)
Please note that those who meet this exception are still required to satisfy the minimum qualification requirements for the EL/GS-11 level.
In addition to meeting the above basic education or education and experience requirements, applicants must also meet the following minimum qualifications for their desired grade level:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-11: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level and/or directly related education as described below. From the description below, if you choose options "B" or "C" you must provide transcripts with your application.
A. Experience: I qualify for the EL/GS-11 because I have at least 52 weeks of specialized experience at the EL/GS-09 or equivalent demonstrating work experience with the following:
Planning, coordinating, negotiating and assuring completion of approvals for long term pre-award and/or post-award procurement actions.
Using procurement regulations and a variety of contracting procedures for pre-award or post-award phases, such as in the procurement of supplies, services or equipment.
Providing technical assistance to staff and management.
Providing guidance, both orally and in writing, to assist in the development, negotiation, and formulation of contracting and procurement documents.

B. Education: Completion of three (3) full academic years of progressively higher graduate-level education or a Ph.D. or equivalent doctoral degree from an accredited college of university directly related to the work of the position (i.e., accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.).

C. Combination of education and experience as described above in options "A" and "B". Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. Two academic years of graduate education is the number of credits hours determined to represent two academic years of full-time study (i.e., 36 semester hours (or 54 quarter hours).
