You will serve as the Lead Procuring Contracting Officer (non-supervisory) working with acquisition personell and program/requirements staff for the re-procurement of the Pacific Missile Range Facility Barking Sands, Kauai, HI Range Operations and Base Operations O&M service contract of NAVSUP FLEET LOGISTICS CENTER PEARL HARBOR

Duties

You will serve as the Subject Matter Expert (SME) in all aspects of acquisition planning, solicitation, and award. You will be responsible for ensuring the acquisition is in accordance with all required statutes, regulations, agency and command policies and procedures. You will assist in the development of clearly defined requirements that will provide the Government with the required level of support. You will be required to have excellent communication, organizational, and facilitation skills as you will be working with several mission partners from different commands and agencies.

  • This is a bargaining unit position.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector Aapplying an in-depth knowledge of contracting methods, contract types, planning and carrying-out long-term pre-award and post-award procurement actions, and conducting procurements where limited contractual precedents exist to serve as guidance in developing or modifying procurement strategies or pricing structure. Examples of specialized experience include: 1) Preparing price/cost analyses for designated actions and formulating negotiation strategies; 2) Developing and executing a comprehensive plan to create contractual instruments responsive to long-range programs; 3) Coordinating procurements which include cost reimbursement, fixed-price contracting, and/or cost-plus incentive fees of a complex nature; 4) Applying knowledge of Federal contracting laws, statutes, regulations, and policies to administer and close out contracts; and 5) Providing technical advice and guidance to contracting professionals on a wide variety of procurement actions and contracting processes and procedures. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
