THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ELECTRONICS TECHNICIAN, Position Description Number T5763000 and is part of the OH 180 Fighter Wing, National Guard. The purpose of the position is to provide technical expertise to maintain and certify Air traffic Control and Landing Systems (ATCALS).

Duties

As a ELECTRONICS TECHNICIAN, GS-0856-11, you will perform the following duties: 1. Certifies assigned systems and sub-systems to ensure compliance with USAF and Federal Aviation Administration (FAA) established standards and safety requirements. ATCALS cannot be used unless certified by the employee. These systems include (insert specific system(s) here). Installs, modifies, tests, repairs, overhauls, calibrates, maintains, evaluates, and certifies performance of complex integrated and interfacing electronic systems. Ensures systems are operating at peak efficiency with minimum interruptions by performing optimization, analysis, periodic testing, and corrective procedures. Makes overall evaluation and determination as to whether or not the facilities are operating within prescribed standards and tolerances. Required to assist in formalized inspections of facilities and equipment. Assists in flight check inspection and joint acceptance of newly installed equipment and/or major modifications to the system(s) as required. Participates in the installation, modification, and final testing of all newly installed ATCALS and weather equipment. Collaborates with FAA flight inspection personnel regarding in-flight and/or ground check tolerances and makes on-the-spot determinations as to what actions to take to return system(s) to operable condition. Provides advice to supervisor on significant issues and problems related to work accomplishment. Develops and recommends changes in procedures and technical instructions to ensure more efficient operations and/or reduction in maintenance time. Maintains inspection and certification records that are required by technical orders, applicable regulations, and operating instructions. Annotates modifications on historical reports and records. Documents maintenance and training using computerized and manual methods. Analyzes equipment historical documents and maintenance records for trends, prepares reports on trend analysis, and recommends corrective actions. Carries out supplementary assignments that improve the performance of the assigned systems. Uses sophisticated stand-alone test equipment and built-in-test-equipment (BITE) to investigate, test, calibrate, analyze, isolate, and correct malfunctions in integrated systems or subsystems. Performs installation of modifications directed by headquarters or other higher authority. Repairs or replaces components, tunes, adjusts, and aligns equipment. Component level repair may involve designing and building testing products and research for replacement or improvement of components and circuit design. If required to meet emergency situations, develops and institutes changes in procedures to expedite corrective action and ensure continuous operation where required. 2. Determines when equipment malfunctions warrant shutdown of various systems. Acts as expert technical consultant to determine whether systems are operationally acceptable and safe within the prescribed standards and tolerances for air traffic control and air navigation. Diagnoses cause of equipment degradation and malfunctions through application of electronic theory, system analysis, use of test equipment, schematics, wiring diagrams, and mathematical analysis. Troubleshoots equipment to localize, isolate, and accomplish necessary repairs. Determines when equipment malfunctions warrant shutdown of various systems. Depending on the system involved and the impact of its loss, immediately notifies controlling sources such as air traffic controllers, weather forecasters, and the military chain of command. Performs corrective maintenance by diagnosing, isolating, and repairing complex system(s)/subsystem(s) malfunctions to restore services with a minimum delay. Ensures immediate restoration and directs procedures for return to service of the systems supporting the National Airspace System (NAS) and regional civilian airspace. Verifies and certifies systems or subsystems are providing, within published parameters, the required services to the users (air traffic control personnel, military and civilian weather forecasting agencies) at any given time. Requirements

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This is Essential Personnel and may be subject to duty in preparation for a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. Electronics technicians may have gained experience assisting in work situations including: Maintenance - Developing maintenance standards and procedures for use by others. Analyzing repair practices and developing procedural instructions for use by others on methods and steps to repair equipment. Installation - Planning and directing the installation of complex systems and associated facilities, particularly where there are site selection and construction problems, dealings with contractors and public utilities, and the possible need to modify equipment for novel site characteristics. Fabrication - Designing and analyzing circuits, determining design feasibility, evaluating equipment performance under varying environmental conditions, and collecting performance data. Designing or modifying designs to achieve performance and cost objectives. Evaluating the adequacy of equipment for such purposes as repair, calibration, and testing. Testing and Evaluation/Research and Development - Developing or evaluating new or modified electronic systems. Completing testing, evaluating data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation. Technicians support professional engineers in performing experiments, research, and developmental activities requiring an in-depth knowledge of technical engineering methods, applications, practices, and principles to work on concepts, prototypes, and experimental projects that are without precedent and support state-of-the-art research. Sustainment - Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures. Reporting, analyzing, and archiving test data. Performing complex calculations and manipulations of test data to improve performance of systems, instrumentation, measurement standards, techniques, and procedures. Troubleshooting - Analyzing and diagnosing faults in the operational configuration of electronic systems and equipment. Interpreting circuit wiring, logic cable diagrams, drawings, specifications, and schematics of complete systems and equipment to understand the function and interconnections of the various assemblies and troubleshoot the system. SPECIALIZED EXPERIENCE: Some examples of qualifying specialized experience include: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.
