About the Position: Serves as Chief Engineer on a large diesel powered twin screw towboat with a horsepower of 2000 HP or more and on other floating plants assigned to the Light Fleet Sections of the Regional Rivers Repair Fleet in Old Hickory, TN, operating primarily upon the Western Rivers and inland waters of the U.S. Responsible for the operation, maintenance and repair of all engine room and associated machinery, refrigeration, plumbing, heating, and hydraulic/electrical/electronic systems.

Duties

Routinely inspects all engine room and auxiliary machinery, equipment, and systems to determine the condition, maintenance needs, and required operating repairs. Plans detailed work schedules, shift assignments, and sequences of work operations for crew. Makes cost estimates and estimates materials and man hours required to accomplish repairs. Provides support to the Master Towboat in compiling annual lay-up repair, maintenance, and modification requirements. Inspects and diagnoses floating plant mechanical and control system problems and determines the repairs necessary. Determines the tools, equipment, supplies, and maintenance required on the shifts and takes action to assure the arrival of supplies, parts, and equipment as needed. Prepares and maintains engine room production reports and records such as engine room logs and reports reflecting work performed, repairs made, temperature and/or gage readings, and periodic reports to Headquarters office. Instructs and trains assigned crew in the safe and efficient performance of their duties, observes the operations during execution, corrects unsafe conditions or work practices that might cause injury to employees or persons or property damage.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Chief Engineer Towboat without more than normal supervision performing as the Chief Engineer on towing vessels of greater than 2000 HP while holding a valid U.S. Coast Guard Designated Duty Engineer 4000 HP (DDE 4000 HP) merchant mariner credential (or greater) operating on the western rivers and/or navigable inland waterways of the U.S. Performing major and preventive maintenance on marine vessels and equipment, particularly in the mechanical, hydraulic, electrical, electronic, refrigeration, ventilation, pneumatic and waste disposal systems. Performing major overhauls of diesel engines, generators and drive systems of motor vessels. For HX-14 grade level: Position requires a US Coast Guard Chief Engineer's license commensurate with the type of engine room machinery and equipment, horsepower, and characteristics of the vessel to which assigned. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Incumbent performs work from ladders, scaffolding, and platforms and where the parts, equipment, or systems are in hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel, crawl, climb, and work in a tiring and uncomfortable position. Frequently lifts, carries, and sets up parts and equipment that weigh up to 50 pounds. WORKING CONDITIONS: Work is performed inside and outside subjecting employee to varying climatic conditions, abnormal noises, temperature, danger of burns, irritation from grease and oils, bruises, strains, danger from attending moving machinery, falling overboard, electrical shock, falls on slippery decks or steep stairways, possible drowning, and crankcase explosion. Life jackets are worn at all times while on deck.
