This position is located in the Kayenta Service Unit (KSU), Division of Information Technology, Kayenta, Arizona. The incumbent will be responsible for supervising, managing, planning and directing the information management system that involves all computer, telecommunications and data communications support to both administrative and clinical programs along with the development, implementation, and support of health IT-related applications, IHS network and all related IT activities.
Duties

Establishes and implements long and short-term policies and procedures, program specific plans for a service unit wide computer network.
Responsible for information security and compliance with standards mandated by Health Insurance Portability Accountability Act (HIPAA) and Human & Health Services (HHS)/Indian Health Service (IHS) agency wide laws, regulations and policies.
Updates yearly Annual Acquisition Plan (AAP), 4 year life cycle plan and maintains a program budget that include personnel, service/equipment, supply purchases, travel, training, contractual agreements, etc
Participates with key staff members of the Service Unit which includes representation from medical, nursing, general services, finance, and business office in the formulation of policies, program and procedures related to the overall computing systems, telecommunication and data collection systems
Plans, organizes, directs, controls and reviews the operating activities of the department. Sets and monitors short/long term goals, priorities, prepares realistic schedules for completion of projects and controls workload.
Provides special instructions on difficult or different activities, and answers technical questions about work assignments.
Responsible for formulating and implementing the overall computer, telecommunication and data collections system program to satisfy IHS requirements and priorities necessary to support both clinical and administrative program functions.
Identifies and reports deficiencies and implements Quality Improvement processes related to IT deficiencies.
Qualifications

BASIC REQUIREMENT(S):
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Education:
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Experience:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
Specialized Experience for GS-12: One year of specialized experience at GS-11 or equivalent, examples include: Supervising staff, budget/acquisition knowledge, experience with CPIC process, in-depth working knowledge and working experience of agency MUMPS and UNIX programs, Network Administration, Windows servers, Hyper-V and VMWare servers, TCP/IP configuration and implementation per IEEE standards, RS232, Telecommunications, and VOIP Systems. Knowledge and management of the structures and work processed involved in the facilities subsystems (e.g., Pharmacy, Patient Registration, Case Management, Contract Health, Third Party Billing, ADT, QMAN, Fileman) so as to recognize probable conflicts

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
