Duties
SUMMARY: The primary purpose of this position is to administer 9RW aircrew training management policies by functioning as the sole manager of aircrew training requirements through analytical, advisory, management, technical and functional support and expertise to the 9th Operations Group, 1st Reconnaissance Squadron, 99th Reconnaissance Squadron, 12th Reconnaissance Squadron Commanders and staffs to ensure: all U-2/T-38/RQ-4 pilots meet multiple course accounting requirements for ACC Syllabus Courses and all other syllabi as directed by applicable authorities and governing agencies. Ensures all mission pilots meet and maintain upgrade, currency and future training requirements to remain current in their positions to maintain Combat Mission Ready status.
DUTIES
Administers pilot training management database, including data on pilot currencies, reporting, statistical analysis, development of spreadsheet data bases required in submission of reporting directed by the Commander/Director, HHQ directed analyses and independently provide recommendations to resolve any training interruptions whether related to the aforementioned issues or to training asset availability or weather caused deviations.
Develops and maintains pilot accounting databases.
Assists in the development of training management systems.
Advises on and evaluates pilot training management issues at conferences and meetings.
Provides substantive management support services in all areas related to pilot training management.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
This is a TERM position NTE 24 Months. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of education and training systems; knowledge of various software programs; ability to read, interpret, comprehend, and follow regulations, manuals, pamphlets, and operating instructions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of student flow management pilot data and record management, and pilot administration IAW appropriate 9RW, 12AF and ACC Instructions.
Knowledges of the principals, practices and techniques of training management.
Ability to establish and maintain effective working relationships, particularly with flight, squadron, group and wing command levels and HHQ functional areas.
Ability to communicate effectively both orally and in writing.
Skill in accomplishing special training studies and projects.
Ability to transcribe and summarizes conversations and notes from training review boards.
Knowledge of office automation software functions, including e-mail, word processing, spreadsheets, data base management, EPEX, ARMs& MARS computer functions.
Ability to plan, organize work and meet deadlines.
Ability to locate, assemble, and compose information for reports, inquiries and technical correspondence.
Skill in performing analysis of statistical information presented in variety of complex formats.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
