Duties

Serves as the principal alternate to the District Manager (DM) of the California Desert District (CDD). Provides leadership, supervision and overall program, direction and policy guidance. Supports implementation of priority projects across the California Desert and provides oversight and management for the district budget. Provides direct daily assistance to the DM on planning effort priorities; implementation and revision on comprehensive (CDD) Plan; make major decisions on activity plans; present plans/activities to various interest groups. Determines budget priorities; reviews and evaluates accomplishments against Annual Work Plan (AWP.) Provides leadership, technical advice, and assistance to all Field Managers and staff. Assures quality of work throughout the district is maintained. Responsible for personnel management and position management and the development of training to maximize employee potential; handles administrative and Equal Employment Opportunity issues. Coordinates and develops program management techniques, concepts and methodology for increasing the effectiveness and overall efficiency of District operations. Cultivates and maintains a positive program of public information and education which emphasizes and reinforces Bureau programs. Establishes and maintains cooperative relationships with District advisory boards user groups, cultural enclaves, other government officials, and other agencies.

  • An applicant appointed to this position must possess and maintain a valid state driver's license while employed in this position.
  • May require a one year probationary or two-year trial period.
  • This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-14 level, applicants must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in supervising and managing program areas such as: energy and minerals, designated wilderness, rangeland management and improvement, land and realty wildlife habitat, outdoor recreation, environmental and biological resources, soil, air and water, fire pre-suppression, suppression and management, program and administrative support services; providing leadership to staff, management teams, and/or resource programs; planning and implementing budget systems; ensuring effective and efficient utilization of personnel, equipment, and resources; and dealing with natural resource issues inside and outside of the agency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.
