The primary purpose of this position is: Manages day-to-day operations of permanent party unaccompanied housing (UH) facilities to include dormitories, unaccompanied NCO quarters (UNCOQs) and unaccompanied officer quarters (UOQs) and adjacent service facilities and surrounding grounds.
Duties
Plans and coordinates the activities of the Unaccompanied Housing (UH) Program, ensuring the UH program complies with legal and regulatory requirements and meets customer needs.
Represents Unaccompanied Housing Section with a variety of installation and functional area organizations.
Manages Unaccompanied Housing (UH) administrative operations with responsibility for UH planning and activity performance.
Serves as the Base Civil Engineer's representative for unaccompanied housing matters.
Independently conducts joint resident-management quarters inspections to evaluate the cleanliness, maintenance, and habitability of the unit, furnishings, equipment, and facilities.

- Work may require travel away from the normal duty station on military or commercial aircraft.
- Work may include some overtime.
- A valid motor vehicle operator’s license is required to drive an automobile to and from housing units, on and off base.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program (CONT.)
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- A pre-employment physical examination will be required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of agency management procedures and general business principles and practices related to the management of unaccompanied housing to provide oversight of the housing assistance section; Knowledge of funding procedures to provide annual budget requirements for local household goods drayage and storage program and to justify annual financial submittals for the housing element; Knowledge of unaccompanied housing instructions, policies, administrative practices, and procedures to counsel personnel.

EDUCATION: Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: Combination of experience and education may be used to qualify provided the combined total of your education and experience equals 100% of the requirement.NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD, HQ USAF, and MAJCOM Unaccompanied Housing (UH) principles, theory, policies, directives and procedures.
2. Knowledge of appropriated and non-appropriated funding policies and procedures and the skill in developing budget justifications.
3. Knowledge of safety and security regulations, practices, and procedures.
4. Skill in conducting audits or studies, evaluating the results, determining the feasibility of necessary repairs and/or improvements, and scheduling /coordinating corrective actions.
5. Ability to communicate effectively with a diverse group of individuals, both orally and in writing.
6. Knowledge of the principles, techniques, and methodology related to housing referral and relocation support services.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
