This position is located in the Small Business Administration, Office of Entrepreneurial Development. The location is negotiable and will be determined upon the selection of the candidate. This position advises, assists, oversees, and monitors several grants and cooperative agreements. This involves interpreting policy, reviewing budgets, technical proposals, and grant project activities for effectiveness, compliance, and legality.
Duties
Interprets policy, reviews Grants and Cooperative Agreements, and implements OMB rules and regulations regarding federally funded grants provided to eligible entities.
Conducts price and/or cost analysis on annually proposed grant budgets documenting findings in prescribed formats for use during negotiations or for use in determining appropriateness of award.
Administers grant and cooperative assistance instruments of a complex nature such as cost reimbursement awards, cost sharing grants or cooperative agreements and special initiative grants with complicated provisions pursuant to a myriad of public laws and executive orders. The incumbent is involved in the full range of negotiations including pre-award, post award and close out activities and is responsible for coordinating negotiations relative to contractual or grant matters.
Provides assistance and direction to other staff in conducting review of applicant/recipient organization. Upon request provides technical assistance to recipient personnel in areas of business and financial management.
Prepares various grant awards documents and other pertinent reports, maintains status logs and other controls over grant activities; analyzes highly complex problems and situations making decisions and or recommendations to ensure grant program success and compliance with laws, regulations, and policy.
Serves as a representative on grant related matters related to the office's of OED and WBC grant programs, makes decisions regarding budgets, audit reports and assisting the Program Official in monitoring the awards.

Qualifications
GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector that includes:
awarding and managing grants awarded to public, private, or governmental entities, non-profits and universities AND;
applying grant management principles for the purpose of analyzing and evaluating grant programs to ensure and maintain compliance AND;
providing management advice and explaining problems related to grant management activities and processes.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
