The incumbent serves as the Supervisor (Service Chief) of the Audiology and Speech Pathology Service at the Fayetteville NC VA Coastal Health Care System. The Supervisor has responsibility for supervision of the Audiology and Speech Pathology (A&SP) clinical and training programs as well as personally performing direct clinical care. Also provides overall technical and administrative oversight for the service and serves as a key clinical resource for the Health System Leadership.
Duties
Supervisory audiologist assignments spend 25% or more of their time providing technical and administrative supervision. Supervisory audiologists in this assignment serve as section chiefs. Section chiefs have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services, which are important program components of the facility and significantly impact the health care provided to Veterans.
Clinical Responsibilities:
1. Provides a wide range of audiology assessments, tests, and interventions.
2. Provides education to patients, family members, and significant others.
3. Assumes professional responsibility for clinical assessment findings, patient care decisions, and documentation.
4. Provides consultation to other professional staff within FVAMC and to community providers, concerning clinical findings and appropriate treatment plans for patients.
5. Develops, implements, and documents treatment plans for patients.
6. Functions as a member of the FVAMC Medical Staff, with clinical privileges and license to practice independently.
Administrative responsibilities:
1. Develops and implements policies and procedures for A&SP.
2. Makes assignments and evaluates work of subordinate employees, submitting performance appraisals, C&P information, and other required documents on or before the deadline.
3. Organizes the work of the service, sets priorities, and directs the work of others to accomplish program goals and mission.
4. Develops and directs educational training programs within the service; ensures that A&SP employees complete all mandatory training within the established timelines.
5. Develops and submits the annual service budget request and other resources requests.
6. Responsibly manages resources provided to A&SP Service.
7. Establishes and monitors productivity standards and performance measures.
8. Ensures that A&SP complies with national and local performance measures.
9. Ensures that A&SP complies with all CPRS documentation procedures, including timeliness standards for documentation and proper patient check out procedures (e.g., entering diagnostic and procedure codes).
10. Attends and participates in administrative and informational meetings held by the Chief of Staff and facility Director; schedules and presides over A&SP Service staff meetings.
11. Implements and maintains the A&SP Service peer review process and procedures.
12. Periodically serves on hospital work groups such as process action teams and Health Care System committees, typically in a leadership role.
Teaching and training responsibilities:
1. Provides clinical supervision and instruction for audiology fellows and oversight for speech pathology fellows.
2. Completes formal written evaluations in a timely manner as required by the training program.
3. Provides A&SP orientation to new service employees as well as medical staff.
4. Provides patient and family education.
5. Provides periodic educational presentations within areas of expertise.
6. May hold faculty position at the affiliated university and engage in limited teaching activities.

Qualifications
Basic Requirements:
English Language Proficiency. Audiologist candidates must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f).
United States Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
Licensure. Individuals must hold a full, current, and unrestricted license to practice audiology at the doctoral level in a United States state, territory, commonwealth, or the District of Columbia.
Education: Doctorate degree in Audiology. See details in Education section below.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Audiologist, GS-13:
(1) Experience: At least two years of experience as a professional audiologist, with at least one year comparable to the next lower grade level.
(2) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the KSAs required at the full performance level, the candidate must demonstrate the KSAs identified below.
(a) Skill in conflict resolution to facilitate positive working relationships between employees, team leaders, and managers.
(b) Skill in applying evidence-based practices in a professional area.
(c) Ability to analyze organizational and operational challenges to develop and implement solutions.
(d) Ability to develop the abilities and strengths of current employees.
(e) Ability to balance responsibilities, set priorities, and delegate tasks to meet multiple deadlines.
(f) Ability to analyze data to manage workload, quality, performance, and productivity within the section.

Education
Required: Doctor of Audiology (AUD) from an audiology program recognized by the Accreditation Commission for Audiology Education (ACAE) or Council on Academic Accreditation (CAA) of the American Speech-Language-Hearing Association (ASHA).

Other doctoral degree in hearing science or a directly related field from an institution accredited by an accrediting institution recognized by the U.S. Department of Education.
