About the Position: Serves as a Transportation Specialist in the Puerto Rico Detachment to plan, coordinate, direct, control, and expedite the movement of cargo through terminals within the area of responsibility(AOR).

Duties

Serves as a liaison with commercial carriers and vendors to provide technical advice, continuity of policy, and effective day-to-day working relationships. Enters import/export cargo data into all the applicable Defense Transportation System (DTS) In Transit Visibility (ITV) system. Determines the most effective method for the nationwide movement of retrograde and frustrated cargo, and for local deliveries. Provides factual information, interprets technical transportation rules, regulations, and contracts which affect the cost and efficiency of administering the traffic management programs of the Battalion.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • May be required to perform extended workdays/weeks to conform to military schedules to meet emergency situations.
  • This position has a Temporary Duty (TDY) or business travel requirement occasionally.
  • Required to fluently read, write and verbal speak English and Spanish. Defense Language Proficiency Test (DLPT) Score 2/2 is required.
  • This is an emergency-essential (E-E) position. Incumbent must be exempted from military mobilization/recall obligations. (See "Additional Information" section below for more)
  • Required to complete Contract Officer Representative (COR) training within 1 year of being placed inthis position.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. This position requires the ability to fluently read, write and verbal speak English and Spanish. A Defense Language Proficiency Test (DLPT) Score of 2/2 is required.
