Duties

This position is in the Facilities Maintenance Group, Resource Management Division, Western Colorado Area Office (WCAO). The incumbent is responsible for devising and completing activities associated with Emergency Action Plans (EAP), Continuity of Operations Plans (COOP), Standard Operating Procedures (SOP), and Site Security Plans (SSP) for the WCAO. Functioning as the WCAO Emergency Management Coordinator, completes Emergency Action Planning (EAP) program activities for the WCAO as required by Reclamation regulations. Complete emergency management objectives to include the tabletop, functional and full-scale exercises as called for in the EAP process. Work with operating partners as well as local, county, and state emergency management and law enforcement personnel to plan for and organize tabletop, functional, and full-scale exercises for all high and significant-hazard dams for the WCAO. Author and submit daily summary/action reports during emergency events and keeps office leadership apprised of current events and site-specific updates. Collaborate with local, county, and state emergency management agencies to identify safe channel capacities, Populations at Risk (PAR), and critical infrastructure to be incorporated into emergency planning and exercise scenarios. Coordinate the acquisition and implementation of inundation maps into emergency management materials.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience in three (3) or more of the following: 1) Analyzing and/or evaluating critical, time-sensitive information regarding emergency management incidents, 2) Applying emergency management procedures while working in an organization, 3) Utilizing accepted emergency management systems such as: NIMS (National Incident Management System), ICS (Incident Command System), NRF (National Response Framework), or 4) coordinating emergency management training activities and the development of intraoperative communications. OR You could otherwise qualify on the basis of education having Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR Combination of doctoral work or progressively higher-level graduate education work directly related to the work of the position and experience may be used to meet total qualification requirements. You must submit transcript(s) to verify education requirements Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/28/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
