The primary purpose of this position is to to direct, monitor, and coordinate all programs within flight, weapons, and occupational safety operations for the commander; provide advisory safety services to geographically separated units (GSUs); and manage the diverse, industry-specific safety and occupational health activities for a complex, multi-mission unit.
Duties
Provides oversight of the Commander's unit safety program.
Exercises supervisory personnel management responsibilities.
Oversees the publicity of flight, occupational, and/or weapons materials for the unit.
Responsible for mishap investigation coordination and activities involving the unit's personnel, facilities, equipment and aircraft.
Oversees the overall unit safety training program.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) Administrative and Management Positions, GS-0018, Safety and Occupational Health Management Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in or related to Safety and Occupational Health Manager that provided the comprehensive knowledge of body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to safety and occupational health requirements that provided the specific knowledge skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: 1) Managing Flight safety or occupational health program elements. 2) Developing and recommending safety and occupational health policy to higher levels of management. 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. 5) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. 6) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. 7) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. 8) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. 9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation flight, occupational, and weapons safety programs; and risk assessment methods and techniques for evaluation of occupational safety and health risks; knowledge of the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures. Completion of formal Aircraft Mishap Investigation Course (AMIC), Mishap Investigation Non-Aviation Course (MINA), Weapon Safety Manager Course (WSM) and Occupational Safety Manager Course (OSM) strongly desired.
Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions; ability to plan, organize work, and meet deadlines
Knowledge of basic OSHA standards, methods, practices, techniques, materials; and equipment to determine compliance with regulations and standards.
Knowledge of standard flight, occupational, and weapons/explosives training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions.
Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.
Ability to manage a small staff and carry out all phases of personnel management responsibilities
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
