Duties
PRIMARY PURPOSE:To serve as a management-level advisor and program support specialist for numerous diverse, long-term programs. The position applies analytical technique to administrative processes, provide employee relations services to both senior management and the workforce, structure and streamline the disposition of information through automation techniques, and promote security awareness throughout the organization.
DUTIES:
Serves as an advisor to management on the effectiveness and efficiency of assigned administrative programs and functions and performs special projects as assigned.
As project lead/manager, reviews and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, to improve organizational efficiencies.
As the knowledge manager (KM), designs, creates, and manages numerous automation applications.
Administrative Officer to the Commander under the general supervision of the Chief of Staff performing a variety of administrative and technical support duties.

- The position requires that the employee obtains and maintains a Top Secret Special Compartmentalized Information (TS/SCI) security clearance.
- This position requires psychological screening, polygraph testing, and drug testing/urinalysis.
- Employee may be required to work independently, requiring them to make own work schedules and decisions and manage equipment and processes in the absence of the supervisor
- The work may require an employee to drive a wide variety of motor vehicles and/or various watercraft in support of equipment or system evaluation. An appropriate valid driver’s license may be required for the position.
- The employee is required to carry and monitor a pager while on or off duty and respond as directed. This may include reporting for duty during other than normal duty hours.
- The employee may be required to work other than normal duty hours (0800-1700), which may include weekends, and/or holidays and/or overtime.
Qualifications
CONDITIONS OF EMPLOYMENT (CONTINUED):
This position requires travel away from normal duty station to include CONUS and overseas and may include remote or isolated sites. Based on operational necessity, TDY away from home station in support of unit mission may require travel by military air, water or ground transportation.
QUALIFICATIONS:
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Special Tactics, Department of Defense, and Joint Service management engineering and organization principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. Knowledge of Special Tactics operations, procedures, techniques, technology, tactics, systems, equipment, and methods. Knowledge in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative personnel. Comprehensive knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge of a wide range of employee relations principles, practices, legal and regulatory requirements sufficient to perform detailed analyses and draw conclusions on personnel issues, problems, and situations and advise managers regarding appropriate corrective techniques in response to a wide range of conduct and performance issues. Knowledge of the principles, practices, and techniques of civilian and military performance appraisal and feedback, awards, and decorations, leave, training and ancillary training, and personnel programs sufficient to manage the programs and serve as the focal point for interface between supervisors and higher headquarters. Knowledge of Records Management including USAF, CJCSM, DOD regulations, the legal requirements for record disposition as implemented by the National archives and records administration pertaining to record management and disposition. Knowledge of Information Management and knowledge management organization principles, concepts, policies to include traditional and non-traditional records and information management principles to plan, acquire, develop, and coordinate the wide range of record, document, and data management. Knowledge of contractual processes, procedures, and technical requirements. Ability to analyze, plan, coordinate, and integrate work operations to meet overall program requirements and objectives. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems and storage of files and records. Knowledge of the organization of the Air Force Special Operations and administrative procedures, mission, and functions, combined with practical knowledge of management techniques and practices related to personnel and resource management. Knowledge of military personnel regulations to advise and assist managers and employees in non-technical matters, refer appropriate technical matters, and perform human resources liaison functions. Knowledge of interpersonal skill techniques to tactfully deal with others, including senior officials, and use of mature judgment to recognize, evaluate, and analyze administrative problems and implement solutions or recommend suitable alternatives. Knowledge of various automation hardware, software, and associated devices and skill in word processing. Knowledge of security principles, practices, and procedures to serve as the SSR. Knowledge in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Special Tactics, Joint, and Special Operations Forces operations, procedures techniques, technology, tactics, systems, to serve as an operational baseline for the development and integration of supporting information management programs.
Knowledge of Records Management including USAF, CJCSM, DOD regulations, the legal requirements for record disposition as implemented by the National archives and records administration pertaining to record management and disposition.
Expert knowledge of Information Management and knowledge management organization principles, concepts, policies to include traditional and non-traditional records and information management principles in order to plan, acquire, develop, and coordinate the wide range of record, document and data management.

Knowledge of the overall organization, missions, functions, and capabilities of Air Force Special Tactics organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
