About the Position: This is a permanent position with US Army Corps of Engineers (USACE), Engineering & Support Center, Huntsville, Directorate of Engineering Systems, Cost Division.
Duties
Establish adequate means of follow-up on work assignments and review results for adherence to policy, feasibility, and the required level of quality.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Maintain contact with top engineering personnel in industrial firms, other Government and military agencies and laboratories.
Interpret and confirm established policies, regulatory guides and accepted maintenance and engineering practices to the extent that such exist.
Provide contract administration assistance to project engineers regarding claims, change orders, modifications, payment estimate, and supplemental agreements.
Apply extensive engineering, construction, and management knowledge and experience to fully plan, coordinate, and direct work necessary to execute within established budgets and timeframes.
Perform interface with technical specialists in the agency and other organizational teams and non-organizational elements, to ensure all project aspects are fully considered.
Direct and approve facility and system sustainment and administrative procedures using engineering, construction, and cost reimbursable contracting principles.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY travel may be required up to 30% of the time.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Position requires a National Agency Check Investigation (NACI).

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe at least one year of specialized experience which includes establishing adequate means of follow-up on work assignments and reviewing results for adherence to policy, feasibility, and the required level of quality; rendering advice during life of contract concerning engineering features and consideration of controversies and disputes that arise between contractors and project engineers; determining whether contractor performed work meets standards of adequacy necessary for authorization of payment; providing contract administration assistance to project engineers regarding claims, change orders, modifications, payment estimates, and supplemental agreements; applying extensive engineering, construction, and management knowledge and experience to fully plan, coordinate, and direct work necessary to execute within established budgets and timeframes; and directing and approving facility and system sustainment and administrative procedures using engineering, construction, and cost reimbursable contracting principles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
