Duties
Serves as administrative support to the Director. The incumbent will plan and carry out projects to improve the efficiency of the agency programs and to provide the administrative support necessary to help these programs achieve their goals.
Arranges all travel and lodging arrangements for the Director in accordance with Federal (JFTR) and Departmental (DOI) travel policies.
Arranges conferences, including space, time and staff. Assembles background materials for agenda items and informs participants of topics to be discussed.
Maintains the Director's calendar and schedules appointments and meetings upon own initiative based upon personal knowledge of their priorities and workload. Makes final commitments for appointments in their absence.
Serves as intermediary between the Director and officials of the Department, other government officials, and the general public for the purpose of maximum utilization of the Director's time.
Prepares and sends formal responses to invitations received by the Director for all external and internal engagements.
Incumbent provides the overall direction and supervision under the administrative functions consisting of financial programs; fiscal; personnel; property and supply; common services; management analysis; and improvement at the Agency.
Travel arrangements may be made on own initiative, without traveler input, using judgments as to travel times, itinerary and lodging preferences.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0341).
GS-11: One (1) year of specialized experience equivalent to the GS-9 grade level which involved serving as technical advisor to management on budget administration, human resources guidance, acquisition planning, property and supply management, records management, and general oversight and control of the administrative support activities. Providing administrative manager work primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run an organization; work involving management of both financial and human resources; and work involving management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-09: One (1) year of specialized experience equivalent to the GS-7 grade level which involved providing administrative manager work primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run an organization; work involving management of both financial and human resources; and work involving management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-07: One (1) year of specialized experience equivalent to the GS-5 grade level which involved providing administrative manager work primarily concerned with providing, securing or negotiating for the resources or services needed to manage and run an organization; work involving management of both financial and human resources; and work involving management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities.

EDUCATION: 1 Full year of graduate level education or Superior Academic Achievement.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled.
