The primary purpose of this position is to serve as the Logistics Management Specialist supporting War Reserve Materiel management, allowance standard currency and relevance, reconstitution of WRM packages, equipment variances, Program Objective Memorandum submission, training requirements, continuous process improvement, self-assessment evaluations, and tasking orders.
Duties
Utilize multiple transactional and informational systems to maintain WRM allowance standards, and to capture/load content and configuration data related to War Reserve Materiel (WRM) packages. Determines appropriate Unit Type Code (UTC) sourcing and tasking solutions and create reports on WRM readiness status.
Provide material management expertise to ensure accurate accounting, posturing, storage, configuration, transfer and reconstitution of War Reserve Materiel (WRM) assets, equipment and systems.
Provides oversight of internal control mechanisms used to monitor the proper use of War Reserve Materiel (WRM) resources and funding.
Represents the 635 SCOW WRM Global Management Office at a variety of installation and functional area organized/WRM related forums.

This position may be filled at the (GS-7, GS-9, or GS-11 level). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes assisting other specialists in utilizing various systems to perform investigative research and prepare reports.

EDUCATION: 1 full year of graduate level education which demonstrates the knowledge, skills, and abilities necessary to do the work.ORSuperior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to do the work.

COMBINATION OF EXPERIENCE AND EDUCATION
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing investigative research and participating in projects for planning and management of WRM readiness status. Recognizing problem areas, gathering and evaluating data, and preparing reports.

EDUCATION: Successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a major field of study appropriate to the specialization of the position

COMBINATION OF EXPERIENCE AND EDUCATION
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes reviewing sourcing and tasking solutions on WRM readiness status; reviewing allowance standards within the Air Force Equipment Management System (AFEMS); performing appropriate research to prepare reports and detailed responses, to submit appropriate recommendations for unresolved or questionable problems, to review budget and fiscal year prioritization requirements according to weapon system and functional area manager input, and to determine WRM storage and maintenance facilities requirements.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. in a major field of study appropriate to the specialization of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of the USAF Supply Instructions/Manuals and DoD/MAJCOM policies and procedures on War Reserve Materiel (WRM) program and overall non-munitions \VRM, Base Expeditionary Airfield Resources, and Fuels Support Equipment.
2. Skills and ability to communicate effectively with staff, operating officials, and others, both orally and in writing, clearly, concisely and with technical accuracy. Skills and ability to prepare project/staff reports and reports and briefings.
3. Ability to provide technical advice to senior leaders and affected personnel on support problems and recommended solutions.
4. Skill in the use of personal computers and related software application. Ability to navigate WRM information technology systems to extract, input, modify or delete content.
5. Ability to develop, plan and implement short- and long-range goals.
6. Ability to prepare and present effective oral and written presentations and deal effectively with all levels of management during meetings, conferences, and related activities.
7. Skill in organizing resources and establishing priorities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
