About the Position: This position is located in the Office of Drug Demand Reduction (ODDR), Office of Force Resiliency (OFR), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Serves as the Executive Director responsible for program and policy oversite on the DoD Military Personnel Drug Abuse Program (MPDATP) and the DoD Civilian Employee Drug-Free Workplace Program (DFWP).

Duties

Oversee the Department of Defense (DoD) Military Personnel Drug Abuse Program and the DoD Civilian Employee Drug-Free Workplace Program and anti-drug education and outreach. Senior DoD Scientific authority on drug misuse and drug testing, advising on all military and civilian drug testing activities. Develop and implement policy and requirements in support of DoD's zero tolerance policy for drug misuse. Ensure drug testing and associated programs comply with all Office of National Drug Control Policy requirements and strategic planning that aligns with the President's national drug policy and initiatives. Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. Develop long range planning budget requirements to ensure the MPDATP and the civilian DFWP are adequately funded for prevention/program execution.

Basic Requirement for Supervisory Toxicologist: Degree: Bachelor's degree (or higher degree) in toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing oversight of drug deterrence and detection programs such as forensic drug testing laboratories; advising management on the planning and management of anti-drug initiatives to include administrative and budgetary activities; and managing the staff workload and progress of a team. You will be evaluated on the basis of your level of competency in the following areas: LeadershipOral CommunicationPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). A writing sample may be required by management within the interview process. MC&FP wants this on all their vacancy announcements.
