This position is a FISH AND WILDLIFE BIOLOGIST, performing the duties of a Senior Private Lands Biologist, GS- 0401-11/12 working in Annapolis, Maryland for the R5-Chesapeake Bay Ecological Services Field Office.
Duties
As a FISH AND WILDLIFE BIOLOGIST your duties will include but are not limited to the following:
Works with other Service programs to guide and coordinate activities on private lands that will benefit threatened and endangered species and migratory birds. Works with National Wildlife Refuge Offices to guide and coordinate activities on private lands that complement activities on Service lands or contribute to the resolution of problems on refuges that are caused by off-refuge land use activities. Works with Fish and Wildlife Conservation Offices and other local, State and Federal organizations to guide and coordinate activities on private lands that will benefit inter-jurisdictional fish species
Develops partnerships with private landowners and other external partners; develops habitat restoration projects at a landscape scale; and participates in the development of State and Regional program-related policy, goals and objectives.
Evaluates the effectiveness of landscape scale private lands initiatives, and recommends modifications to approach to the PFW State and Regional Coordinators, local supervisor, and more senior Service management. Uses discretion to identify methods and practices for meeting the Service's State and Regional PFW Program goals.
Responsible for project management and team coordination in addition to training, mentoring, and coordinating work efforts between team members and other private lands staff in the state.
Plans the work to be accomplished, sets and adjusts priorities, and deadlines. Schedules, assigns, and directs the work within the scope of the supervisor's expectations, and provides input to work performance. Ensures projects meet scope and timelines outlined by the program.

Qualifications
Only experience and education obtained by 11/04/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
Possess a combination of education and experience: Courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education.
Minimum Qualification [GS-11]
Possess at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) Assisting in the development and implementation of aquatic and upland restoration activities on private, state, county, local municipality, Tribal, or Federal lands; 2) Working with a wide variety of partners, including watershed councils, local municipalities, public works departments, Tribes, state agencies and installations, Federal agencies, non-governmental organizations, and private individuals for developing and implementing habitat restoration activities; 3) Providing technical expertise to a variety of teams, boards, cadres, and efforts; and 4) Providing budgetary assistance, tracking funding for projects, and tracking project progress related to conservation habitat restoration on private lands. NOTE: Your resume must contain sufficient information in these areas to be found qualified; OR
Completed 3 years of graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in wildlife biology, ecology, or a directly related field appropriate to this position; OR
Possess an equivalent combination of professional experience and graduate level education beyond the second year which together equals 100% of the requirements.
Minimum Qualification [GS-12]
Possess one year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience includes:(1) developing and implementing aquatic and upland restoration actions on a variety of land ownerships; (2) working with a variety of partners (e.g., watershed councils, local municipalities, public works departments, Tribes, state agencies, federal agencies, non-governmental organizations, and private individuals) to develop and implement habitat restoration activities; (3) providing technical advisement related to conservation habitat restoration on private lands to various teams, boards, cadres, and efforts; and (4) utilizing databases and other data collection software to manage budgetary processes, track funding for projects, and track project progress related to conservation habitat restoration on private lands. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
