Duties
You will serve as the Navy Cyber Situational Awareness (NCSA) APM in support of the PMW 130 Cybersecurity and Information Assurance program office within PEO C4I.
You will lead a geographically-dispersed software development team in an IPT construct to manage cost, schedule, and performance for the NCSA program.
You will demonstrate experience with agile software development principles and Software Acquisition Pathway.
You will perform oversight of requirements definition, research and development, integration, testing, training, production, installation, contracting, budget planning and execution of assigned programs.
You will coordinate preparation of program acquisition/integration documentation.
You will ensure tasks executed/contracts awarded are in accordance with appropriate guidelines.
You will incorporate industry and government best practices to enhance efficiency and cost effectiveness.
You will demonstrate experience with pre-award system development contract activities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Basic Level.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
- This position requires a Secret security clearance with the ability to obtain and maintain Top Secret/SCI.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DP-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading a geographically-dispersed software development team in an IPT construct to manage cost, schedule, and performance for the Navy Cyber Situational Awareness (NCSA) program. Experience with agile software development principles and Software Acquisition Pathway. Cloud experience desired.
