About the Position:
Serves as the Area/Resident Office's Senior Construction Control Representative and lead construction specialist for earthwork, landscapes, hardscapes, foundations, building envelopes, roofing systems, and related facility features for civil and military construction projects assigned to the Area Office.
Duties
Performs and implements the three-phase inspection process, reviews Contractor Quality Control (CQC) Reports for accuracy and completes daily Quality Assurance Representative (QAR) Reports in RMS.
Inputs all contract actions and project information in written form into RMS.
Participates in the BCOES Review Process by reviewing and commenting on project plans and specifications .
Enforces and directs the enforcement of contract provisions and conformance to the plans and specifications.
Assures contract inspection by self and team members is continuous during construction.
Prepares preconstruction meeting outline and participates in preconstruction conferences.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (Tier 1).
- Must obtain and maintain a stateside valid Driver's License.
- Pass a pre-employment physical and submit to annual physicals thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes serving as an Construction Control Representative, implementing the Quality Management System, providing training and mentoring to lower graded individuals performing Quality Assurance duties on both construction methods/techniques and quality verification processes, AND engaging in proper planning, scheduling, and timing of operations between team members, the using agency, and contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
