About the Position: This position of Supervisory Supply Management Specialist is located with the U.S. Army Sustainment Command, Logistics Readiness Center, Joint Base Myer - Henderson Hall. This is a Term NTE 13 months position. This is an Obligated position.

Duties

Controls all phases of operations, including requisition, receipt, distribution, and storage, replenishment of stock and disposal. Formulate and recommend implementation procedures and to provide guidance to and answer inquire. Forecasts the impacts of challenges within the Central Issue Facility in the implementation of the new requirements. Performs technical work involving the materiel management of clothing and individual equipment to determine and control level and flow of all items. Assesses and solves complex supply management problems characterized by such factors as fluctuation in demands due to changes in unit requirements. Executes a financial program and tracks expenditures of allocated funds to ensure budgetary allowances do not exceed budgetary limits. Serves as a Contracting Officer Representative (COR). Prepares and coordinates performance specifications, statement of work, quality assurance plans, and requests for contracts. Inspects and accepts supplies and services under the contract while maintaining detail records of contractor performance. Responsible for maintenance of the Installation Supply Management (ISM) and the Global Combat Supply System-Army (GCSS-A) automated system. Supervises the Central Issue Branch with responsibilities for work assignments, performance evaluation, hiring, training and disciplinary issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Financial Disclosure Statement OGE Form 450 is required due to COR duties.
  • This position serves as the COR and incumbent must obtain a Contract Officer Representative certification within 6 months of hire.
  • This position is "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:1) approving requests for initial issue items assuring all non-expendable items are authorized and coordinated with appropriate agencies, 2) reviewing and interpreting new, conflicting or changed regulations and policies and drafts appropriate directives/procedures to implement within the serviced organization, 3) analyzing and evaluating reports of survey for all installation property, 4) Preparing and coordinating performance specifications, statement of work, quality assurance plans, and requests for contracts and 5) ensuring compliance with the technical requirements of contract and receipt of all deliverables. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management, Logistics, Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position, as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
