Duties
The selectee will serve as an Audiovisual Production Specialist in the Office of Strategic Intelligence and Information, Protective Intelligence and Assessment Division. Typical work assignments include:
Controls the artistic and creative aspects of the audiovisual production's values and aesthetic quality; applies expert knowledge and skill in lighting, staging, focusing, and filtering and utilizes advanced technology and equipment to determine the resolution and camera settings required to achieve professional quality work.
Serves as the lead in managing the production of numerous media platforms and is primarily responsible for the administrative and logistical details of the production; consults with stakeholders to discuss the program's general concepts, objectives, and target audience and advises on the script and the most effective way to communicate information to stakeholders.
Manages the life cycle of the video production development and final product by determining the project's overall format, style and treatment. Conducts preliminary editing of raw videotape footage and inserting scenes in the proper sequence of technical quality. Conducts post-production processes associated with video program production and real live virtual presentations (i.e., editing, assembling, adjusting and enhancing the audio and visual elements to produce a professional production).

Qualifications
To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below:
BASIC REQUIREMENTS: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Transcripts are required to be submitted.
OR
Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled.
IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:
You qualify for the GS-13 level (starting salary $117,962.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as:
creating videos and multi-media productions to inform, educate and instruct others
developing and implementing digital video, multimedia, and innovative technologies
performing advanced editing techniques; and
providing guidance/advice on technical issues.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
