About the Position: This position is with the US Army Installation Management Command, Directorate of Public Works, Master Planning Division. The incumbent serves as real property specialist performing technical and administrative duties relating to real property accountability and real estate.
Duties
Incumbent is in charge of the technical preparation and update of Inventory of Army Military Real Property in the General Fund Enterprise Business System (GFEBS).
Establishes and maintains the Real Property Inventory and Building Information Schedule which are reports containing engineering and accounting data on facilities.
Ensures accurate maintenance of real estate records and reports, which are the basis for data on status, cost, capacity, condition, present use, maintenance and management, manpower studies and other critical reports and studies.
Reviews and analyzes construction project files and extracts those capital increases and decreases to real property inventory.
Make on-site inspection, measurements and computations to verify project content.
Prepares justification for planned excess actions including demolition, transfer of ownership, sale, exchange or act of God.
Conducts real property land utilization surveys and prepares annual Installation Commander's Annual Real Property Utilization Survey.
Prepares special and routine reports on real property disposal, availability and information as required.
Coordinates with the Corps of Engineers representative on transfer and acceptance of real property constructed under MCA or other construction transfers under their purview.
Prepares Reports of Availability for all out-grant actions to include environmental documentation such as Categorical Exclusions, Record of Environmental Consideration and Finding of Suitability to Lease, site drawings and pertinent HUD forms.

One year of specialized experience which includes maintaining documents or files for real estate transactions associated with leasing, acquisition, disposal of property, space utilization, or reallocation of space; and utilize automated database(s), or systems to maintain or update real estate files. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Business Administration, Marketing, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
