About the Position: Incumbent will serve as the office coordinator for the Freedom of Information Act (FOIA), electronic discovery and other legal matters with special emphasis on training office personnel on establishing and managing share point and similar collaborative filing systems.

Duties

Tracks all FOIA requests through the FOIA Case Tracking System (FACTS), ensures timely input of appropriate information relating to each request. Researches legal precedents, points of law, statutory authorities and regulations pertaining to FOIA. Coordinates with Public Affairs Office as needed for release of information to media representatives. Tracking matters in the Matter Tracking System (MTS). Keeps statistics for annual reporting and tracks collection of FOIA fees. Developing and implementing procedures for the automated management of Office of Counsel workload and automated reporting to higher.

Specialized Experience: One year of specialized experience which includes: 1) Reviewing and analyzing requests for documents; coordinating with requestors; identifying potential custodians and other sources for requested documents; collecting, independently reviewing, and making release decisions on large and complex volumes of documents consistent with the Freedom of Information Act (FOIA), Privacy Act of 1974, Federal Rules of Evidence, Federal Rules of Civil Procedure and other laws and regulations concerning the release of records. 2) Preparing legal documents including pleadings, discovery requests, motions and briefs to include fact gathering, researching and analyzing issues related to various areas of law such as FOIA, torts, contracts, environmental or labor and employment. 3) Experience with using standard office software applications (word processing, spreadsheets, email), legal research resources such as Westlaw and Lexis, electronic litigation software, matter tracking databases, or similar programs utilized by legal offices. 4) Assisting in the management of an office of legal or other professionals such as providing training on software applications used by the office, determining IT support and providing information in support of budget requests based on anticipated levels of and changes to workload and staffing levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
