The primary purpose of this position is to: serve as a major command level NC3 logistician, providing logistics expertise on Air Global Strike Command (AFGSC's) NC3 Command Post Systems and associated NC3 command post systems assigned across the Air Force.
Duties
Participates with the Branch Chief in providing maintenance expertise to Headquarters United States Air Force Logistics (HAF), System Program Office (SPO), Major Command (MAJCOM) staff agencies, Numbered Air Forces, commanders, and tenant units for cradle-to-grave weapon system management and complies with legal and regulatory requirements to meet customer needs.
Interprets and implements MAJCOM logistics policies and procedures, develops, schedules, and directs in conjunction with NC3 System Program Offices, Air Force Nuclear Weapon Center Program Office, and contractor maintenance programs.
Represents HQ AFGSC/A4 and the NC3 Sustainment Division with a variety of installation and functional area organizations.
As the MAJCOM authority/representative serves the command in the development, planning, programming, acquisition, sustainment, and management of life cycle logistics support for Command Post NC3 systems, and support equipment.
Manages, analyzes, evaluates, and presents data, project proposals, and/or reports.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Support Positions, Logistics Management Series 0346
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Broad knowledge of the theories, concepts, doctrine, and principles of logistics management through all project phases. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of the Department of Energy (DoE), DoD, Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. Comprehensive knowledge of the policies, practices, regulations, and laws concerning acquisition and logistics management processes and initiatives sufficient to prepare long-range plans, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use. Expert knowledge of the application of a wide range of qualitative and quantitative assessment methods sufficient to improve logistics planning processes and enhance the quality and effectiveness of complex logistics programs. Knowledge of DoD weapons systems management and sustainment program goals, sequences of key weapons systems management and sustainment events and milestones, and methods of evaluating weapons systems management and sustainment. Ability to apply knowledge to design and conduct comprehensive studies of logistics management information systems analysis issues for which boundaries are extremely broad and difficult to determine in advance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of advanced principles, doctrine, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to develop, plan and execute a complex and difficult product support program; and to apply new and innovative developments to issues for which previous techniques are frequently inadequate.
2. Knowledge of agency program goals and objectives and the sequence and timing of key program events and milestones; and of planning, programming, presenting, and executing budgets as well as forecasting long-term funding requirements.
3. In-depth knowledge of the logistics functions, programs, doctrine, and systems applicable to product support; and the sources, requirements, responsibilities, and means for providing assistance and advice related to life cycle integrated logistics.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Ability to plan, establish, organize, and direct the staff of an organization, including special study teams and task forces composed of members from different organizations and commands.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
