The following are the duties of this position at the full working level.
Develops experimental designs and sample designs to meet customer requirements. Plans the project or study, including the resources required, the objectives, methodology, analysis and sampling plans, time frames, and involvement of other functions, and obtains any necessary approvals. Devises and implements systems to gather, record, retain, track, and update data required to support study/project objectives. May act as a senior research analyst, providing non-supervisory technical guidance to more junior analysts and exercising responsibility for the technical adequacy and accuracy of the projects.
Conducts research in the development of mathematical statistical techniques applicable to Service operations.
Ensures that appropriate research, statistical, and mathematical techniques are used. Reviews the application of statistical methodologies used by Research to ensure consistency with accepted statistical standards. Applies automated data processing methods to statistical techniques used in all areas of research.
As a specialist in the field of mathematical statistics, provides expert and professional mathematical/statistical assistance when projects/studies are performed in conjunction with other functions, or upon request from others within and outside of the government. Consults with and advises other specialists, such as economists, general statisticians, and operations research analysts, and frequently works closely with them. Represents SB/SE Research and the Office of Research on inter-agency task forces and in dealing with other functional areas. Serves as a consultant to other functions on the appropriate application of mathematical statistics methodology to their operations.
Evaluates and documents the study/project results, and prepares recommendations based on statistical/mathematical findings. Interprets mathematical and statistical limitations and qualifications of study results in terms that are technically correct and at the same time meaningful to non-statisticians.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENTS (All Grades): A degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR
A combination of education and experience with at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown above, plus appropriate experience or additional education.
Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.
Evaluation of Experience: The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: demonstrating the ability to manage multiple assignments that required a wide range of knowledge of management and program oversight; public and/or business administration or public policy; qualitative and quantitative methods; planning policies and procedures; negotiation techniques; and oral and written communications; and a knowledge of computer applications sufficient to prepare written reports, spreadsheets, statistical tables, and flowcharts; Examples may include assignments where you performed the full range of project management principles, practices, methods, and techniques; conducted analysis of issues broad in nature, and/or of strategic importance; developed new approaches and/or refined existing techniques; and/or developed and implemented policies with broad impact.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
