The primary purpose of this position Engineering Technician NJ-0802-3, is to serve as an engineering technician to provide technical engineering support for DoD weapon system component Test and Evaluation in support of acquisitions, sustainment, and system modification, measured against program requirements, allowing for Program level decision making.

Duties

Engineering technician working as part of a test team responsible for a variety of munitions tests with an emphasis on gaining an understanding and overcoming mechanical and electrical challenges of the explosive testing environment. Engineering methods and techniques involved in the testing of explosives to include proper handling, transportation, storage and Hazards of Electromagnetic Radiation to Ordnance (HERO) safety requirements as defined in DoD explosive publications. Assist in the coordination all stages of the test process from test setup to reporting. As part of a test team, responsible for full physical test setup, execution and cleanup of indoor and remote field test environments. Consistently conduct explosive testing in physically demanding and harsh environment to include extreme hot and cold temperatures, maintaining physically uncomfortable positions for long periods of time, and endure hazards of an industrial setting.

  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft in a temporary duty assignment (TDY).

  • Selectee may be required to serve a probationary or trial period.
  • Physical Required: Due to heavy lifting (50 pounds), long exposure to extreme temperature's, stooping, standing, kneeling for long periods of time.
  • WORK ENVIRONMENT: Work is most done in industrial areas and austere/remote test ranges.
  • The employee is required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Performs other related duties as assigned.
  • This is an acquisition demonstration project position NJ-3, equivalent to a GS-9 to GS-11.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • The employee may be required to work irregular shifts in support of surge workloads, exercises, contingencies, or emergencies.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0802, Engineering Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. NJ-3 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), level, pay band (NJ-2), or equivalent (pay schedule, pay band, etc). Specialized experience is described as technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have two full years of graduate education or a master's degree with a major study in an appropriate field of engineering, construction, or industrial technology. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate education with a major study in an appropriate field of engineering, construction, or industrial technology may be used to qualify applicants for the NJ-3 level. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of weapons system processes and methods, test setup, test execution, and test reporting for a wide and complex variety of explosive tests. 2. Knowledge of a wide range of electrical and mechanical engineering principles and practices, operating parameters, capabilities, and limitations of engineering and data acquisition systems associated with high-sample rate data acquisition, and of system and component design, capabilities, configurations, limitations, and functional operation and of various types of electronics logic. 3. Knowledge of safety regulations, procedures, and practices with respect to testing explosive items. 4. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes. 5. Ability to suggest modifications standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems to trace electronics logic from one system to another. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
