Duties

The incumbent will carry out a broad range of responsibilities, starting with being the main point of contact for property matters within the organization. This includes overseeing a variety of assignments that require comprehensive knowledge regarding property, fleet, and key management. In addition, this position provides guidance and support to both employees and management by offering advice on utilization and disposal of government property including equipment, weapons, radios, IT equipment and miscellaneous property. As part of the office services, the Administrative Program Specialist (Property) also provides technical guidance on Board of Survey processes for property damage. The individual will also be responsible for submitting procurement actions, maintaining office supplies, and backup for general administrative functions on behalf of the parkway. Overall, the Administrative Program Specialist for Property plays a crucial role in providing property management for the parkway, requiring a versatile and highly organized individual who can multitask and enhance operational efficiency. AREA INFORMATION: Natchez Trace Parkway (NATR) Information: The Natchez Trace Parkway is a tribute to the ancient travel route called the Natchez Trace, which has a rich history as one of North America's oldest transportation paths. ADDITIONAL REQUIREMENTS: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work occasional overtime work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. QUALIFICATIONS: All qualifications must be met by the closing date of this announcement-10/25/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-0301-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience encompass: overseeing federal property management, which includes inventory control, property accountability, procurement, and disposal in accordance with federal regulations; handling tasks related to serving as a Fleet Manager for GSA Vehicles; monitoring the use of charge cards; executing various administrative duties concerning Time and Attendance and travel; organizing and analyzing data; composing correspondence, memos, reports, and forms from preliminary drafts and notes; managing telephone inquiries; maintaining filing systems; and effectively collaborating with colleagues and stakeholders. To be creditable, your experience must have involved the performance of various office duties described above equivalent to the GS-07 level in the Federal Service. You must include hours per week worked. -OR- EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. You must submit a copy of your transcripts. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. First computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants (50% of the related coursework required). You must include transcripts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
