This position is part of the Office of Management, Department of Energy. As a Facility Operations Specialist, you will be supporting planning and coordinating the facility operation and maintenance of the Department of Energy's buildings and grounds.

As a Facility Operations Specialist, you will:

Requirements

  • You must be a United States Citizen.

  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • This position has been designated as Critical-Sensitive and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position is included in a Bargaining Unit.
  • Must be able to maintain and obtain Federal Acquisition Certification for Contracting Officer’s Representatives Level I certification.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: GS-09: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-7 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: 1. Assisting the functions of the facilities maintenance trades to include the structural, electrical, and mechanical disciplines as they apply to planning and initiating required maintenance, repairs, and improvements to facility systems. 2. Gathering information concerning building operations and contracting procedures to assist in writing reports with conclusions and recommendations. 3. Assisting with the contract administration methods to identify problem areas/trends to ensure contract conditions are met. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Operations Management, Facilities Management, Building Construction, Project Management, Engineering, Business Administration or a similarly related major. TRANSCRIPTS REQUIRED OR COMBINATION OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPT REQUIRED. GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-9 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: 1. Performing facilities maintenance trades functions to include the structural, electrical, and mechanical disciplines as they apply to planning and initiating required maintenance, repairs, and improvements to facility systems. 2. Gathering and evaluating information concerning building operations and contracting procedures to write reports on conclusions and recommendations. 3. Using contract administration methods and techniques to interpret and monitor established contracts to ensure contract terms and conditions are met. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Operations Management, Facilities Management, Engineering, Construction Management, Business Administration, or a similarly related major. TRANSCRIPTS REQUIRED OR COMBINATION OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPT REQUIRED "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

If substituting education for specialized experience you must submit proof of your qualifying education. Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
