This position is located in the Financial Management Division of the West Point Mint and is responsible for maintaining, analyzing and reconciling accounts using agency approved Enterprise Resource Planning (ERP), Oracle manufacturing, financial cost information systems and other systems used at the West Point Mint.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Plan and carry out assignments in conformance with accepted systems accounting practices and participate with other accountants on more complex studies and projects
Oversee new system installation, user training, and the continual modification of existing systems
Maintain, analyze and coordinate all costing and financial information for the West Point Mint
Develop and test local methods of data correction, the interface of user documentation and source data, advise users/managers on new developments, systems functions, capabilities, and resolves system problems.
Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
-Evaluating internal control systems to determine if the controls are adequate; AND
-Proposing changes when necessary; AND
-Develop accounting policies and procedures
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9grade level in the Federal service. Specialized experience for this position includes:
-Utilizing data analytic tools to test software; AND
-Evaluating results of testing; AND
-Preparing reports of findings for review and adjudication.
OR
Ph.D or equivalent doctoral degreeOR3 full years of progressively higher level graduate education leading to such a degree; or an LL.M., if in a related field.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7grade level in the Federal service. Specialized experience for this position includes:
-Utilizing data analytic tools to test software; AND- Preparing reports of findings for evaluation and adjudication; AND
- Preparing reports of findings for evaluation and adjudication; AND
OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
A combination of the education and experience listed above (1 and 2) in which my percentage of specialized experience and education totals to 100%. (For example: the completion of 27 semester hours of graduate level education and 6 months of specialized experience equivalent to the GS-7.) Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Basic Requirements
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
