Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development, located in the following: Border Patrol Academy, Artesia, NM Instructional Design Center and Distance Learning Center, Harpers Ferry, WV Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

Duties

Joining the Customs and Border Protection Office of Training and Development will allow you to use your knowledge to ensure that the training provided in CBP meets all technical requirements of all specialty areas. This position starts at a salary of $86,962.00 (GS-12, Step 1) to $113,047.00 (GS-12, Step 10).Major duties include: Assisting the lead analyst in the analysis, design, development, evaluation and revision of training courses. Planning and conducting quality assurance assessments of all phases of the Instructional Systems Design Process. Assessing the strengths and weaknesses of various methods for performance and job-based training / learning, such as classroom, web- based, or on-the-job training. Determining the customers learning, training, and performance needs and developing recommendations to senior management on adopting, modifying, or discontinuing various types of instructional methods and approaches. Developing and revising training materials, assisting with the formulation of training policies and procedures.

Basic Requirement: You must have Successfully completed a course of study in an accredited college or university leading to a degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Along with the basic requirement listed above you must meet the experiences statement below to qualify for this position. Specialized Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, designing, developing, and initiating programs and courses of instruction that include performance objectives, methods of instruction, and a selection of appropriate training aids. Assisting in the assessment of the analysis, design, development, implementation, and evaluation phases of the instructional systems design process. Developing recommendations for implementation and actions related to new course development. Assessing the strengths and weaknesses of alternative methods for job-based teaching and learning. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/25/2024.
