You will serve as a EMERGENCY MANAGEMENT SPECIALIST in the OPERATIONS DIVISION (N3), EMERGENCY MANAGEMENT HQ DIVISION (N37) of NSF THURMONT.

Duties

You will coordinate all-hazard exercises to determine Emergency Operation Center (EOC) staff readiness. You will monitor the performance of emergency management personnel to identify problem areas or trends. You will participate in meetings with emergency response representatives to provide emergency planning requirements and situational awareness. You will Coordinate with management and employees to maintain stability within an organization during an emergency. You will recommend policy changes to improve the efficiency of an emergency management program. You will create emergency management guidelines to establish new procedures, support organizational mission changes, and complete related studies.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Overtime, Shift, Weekend, Holiday, and/or Rotating Shifts may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, coordinating, and maintaining Installation Emergency Management Plans through a continuous cycle of planning, training, testing, and revising Emergency Management procedures; 2) Serving as an authoritative source for decisions and/or information on Installation Emergency Management (EM) matters; 3) Determining the equipment and budget requirements for provisions needed to support the Emergency Management Program; 4) Leading the Installation Exercise and Evaluation Team in annual all-hazards exercises; 5) Preparing documents from lessons learned and after-action reports to initiate corrective action plans; 6) Training Emergency Management personnel and First/Emergency Responders on appropriate preparedness, mitigation, responses, and recovery tasks. Heavy physical exertion is required during simulated exercises and training or during actual emergency response conditions. WORK ENVIRONMENT: Work is performed in an office setting that is adequately lighted, heated and ventilated. However, the incumbent is required to spend significant time (30%) outdoors when conducting inspections, field planning, training, and exercises. During disaster responses and site assessments, the incumbent may be exposed to the elements and hazardous environments which may require using appropriate personal protective equipment (PPE). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
