This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Marketplace Innovation and Technology Group (MITG).
As an IT Specialist (Sys/Analysis), GS-2210-13, you will collaborate with stakeholders, Application Development Organization (ADO) contractors, and team members. Working with the ADOs, the incumbent oversees cloud-based platforms, systems, and or solutions.
Duties
The position serves as a Product Manager and a Subject-Matter Expert (SME) on task orders or other related projects or initiatives.
Oversees and monitors execution of delivery management processes using traditional and non-traditional project management methodologies, such as waterfall, agile/scrum, and SAFe.
Coordinates the design, development, integration, testing and implementation of IT applications for which the Division is responsible.
Provides authoritative guidance on required quality assurance processes, procedures, and clearances and compliance with the information technology architecture governing the software development life cycle.
Collaborates with Project Manager Team Lead to define project scope, timelines, and deliverables through tracking project progress, identifying risks and issues, and proactively addressing each to ensure successful project completion.

BASIC REQUIREMENT: You must have IT-related experience, at the GS-12 grade level in the federal government, demonstrating each of the four competencies listed:

4. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) Developing, managing, and implementing Division IT Projects for multiple application systems; and
(2) Assigning projects to staff with goals and expectations; and
(3) Providing direction to employees to develop studies and testing of IT Projects; and
(4) Conducting briefings or presentations for leadership with documentation to include project progress reports and solutions to delays.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
