This position is located on in the state office, United States Department of Agriculture, Natural Resources Conservation Service. The Management Analyst provides assistance to the Assistant State Conservationist for Management and Strategy staff and the entire local support unit. The position entails conducting detailed analysis of functions, processes and data pertaining to the effectiveness, efficiency and accountability of administrative programs and work operations within the state.

Duties

Supports the Financial Resources Specialist by providing supportive documents, analysis, and feedback for auditing initiatives to track and ensure agreements meet quarterly accrual requirements. Interacts with members of the Programs team and Field office staff to provide support in the analysis of functions, processes, and data pertaining to the effectiveness, efficiency, and accountability of programs and work operations in the state. Generates reports that provide Farm Bill application and contract status, accomplishments, tracking, and budget status; reports are generated from USDA systems and merged into Excel and Access. Provides direct guidance to Field office Management and Program Analysts to perform their assigned duties Reviews applications and certifications of eligibility: review program payments and verify contract modifications in accordance with Program policies. This includes analyzing problems with applications and contracts and taking remedial actions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time in grade: Applicants must have completed at least 52 weeks at the next lower grade (or equivalent) (for example 52 weeks at the GS-5 for the GS-07/ 52 weeks at the GS-07 for GS-09; 52 weeks at the GS-09 for GS-11), or have held the same grade or higher grade level as the one advertised in order to be considered for this position. Specialized Experience (GS 7): To qualify for the GS 7 position, you must possess at least one year of specialized experience, equivalent to the Federal GS-5 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as providing advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems. OR Education Substitution: 1 year of graduate-level education in a related field. OR Superior Academic Achievement: To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society. Specialized Experience (GS-9 level): To qualify for the GS-9 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: Performing assignments, projects, or studies, related to administrative business operations and programs; Experience in applying analytical and evaluative techniques and skills to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; Experience in producing a variety of technical and narrative reports to document planning and application work based on acquired knowledge. OR Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., or J.D., if related. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position.
