This position serves as a professional working Archaeologist in the Bureau of Land Management (BLM) Northwest Oregon District in Salem, OR. Work assignments frequently stem from senior managers related to bureau and/or state/center priorities.

Duties

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. The incumbent is responsible for the preparation of historic preservation documentation, compliance, and background research, etc., as required by Section 106 and Section 110 of the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Archeological Resources Protection Act (ARPA), BLM Manuals and Handbooks, and cultural resources management guideline for planning and implementing undertakings and cultural resource management activities. The incumbent designs and implements multi-phased archeological projects involving documentary, archival, and collections research; field investigations (both survey and excavation); laboratory analysis of recovered data; and professional report reviewing and writing. The incumbent functions as a member of Interdisciplinary teams designing proposed management actions and/or conducting analysis of the impacts of proposed activities on public lands. is responsible for completing necessary documentation, reports, and studies for heritage resources in the project impact area. The incumbent coordinates and consults with cooperating federal and state agencies and Federally recognized tribes in the planning area.

Qualifications

In order to qualify, applicants must demonstrate that they meet the Basic AND Minimum Qualification Requirement as noted below. Your resume must clearly describe your relevant experience, and if qualifying based on education, a copy of your unofficial or official transcripts must be provided with your application. BASIC REQUIREMENT A. Have successfully completed a bachelor's or higher degree that included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. OR B. Have successfully completed a bachelor's or higher degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A above (including archeological field school). OR C. Have a combination of education and experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR D. Have four years of archeological work experience that demonstrates a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-graded archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) conducting routine archeological inventories to include site testing and excavation; (2) documenting, analyzing, and/or reporting curatorial data; (3) interacting and/or providing heritage resources information to various groups such as the management, land owners, state and tribal government officials, and the public; (4) carrying out educational and outreach programs to schools and community events. OR Education: Have two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree that included a major field of study or specific course requirements generally as stated in the basic requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You MUST submit a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-11: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) implementing heritage resource management strategies in accordance with National Historic Preservation Act and other regulations; (2) documenting, reporting, or determining the importance of curatorial data and archeological inventories; (3) recommending strategies to mitigate/eliminate heritage resource conflicts; (4) collaborating with various consulting parties and the public to provide information, develop partnerships, or apply new technologies. OR Education: Successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree at an accredited college or university indirectly related fields. Course work must clearly provide applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. (NOTE: You MUST submit a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
