WHAT IS THE TS - TAXPAYER SERVICESDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Assistance, Relationship and Education; TS- CARE, Stakeholder Partnerships, Education & Communication (SPEC), Area 2 Territory 201- New York, NY. SPEC Mission Statement: Assist taxpayers in satisfying their tax responsibilities by building and maintaining partnerships with key stakeholders, seeking to create and share value by informing, educating, and communicating with our shared customers. SPEC accomplishes the mission through establishing relationships with partners and volunteers through the Volunteer Income Tax Assistance (VITA) program. VITA is an IRS-sponsored program that provides underserved communities with free tax filing assistance, using IRS-certified volunteers. To learn more, check out the IRS.gov VITA site here: Free Tax Return Preparation for Qualifying Taxpayers | Internal Revenue Service (irs.gov) The following are the duties of this position at the full working level. Identifies potential and actual problems, probable causes, and provides recommendations for resolution. Researches a variety of issues, gathers statistics and information, and reports findings for the full scope of a program or function. Monitors, reviews, and evaluates operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems and provides recommendations to higher levels analyst(s) or supervisor. Verifies completeness of controls to ensure accuracy and compliance with established procedures, guidelines, and formats. Revises procedures, guidelines, and controls as a result of changes in higher level procedures or as instructed by analyst(s) or comparable positions. Prepares memoranda, preliminary reports, and charts showing findings and recommendations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. QUALIFICATION REQUIREMENTS: You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-07 Level: You must have at least one year (12 months) of specialized experience equivalent to the (GS-06) level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the competencies to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and probable causes; researching specific issues; gathering pertinent statistics or information, reporting findings and recommending corrective action for the full scope of a program or function; monitoring, reviewing, and evaluating operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems; and utilizing database or spreadsheet software to enter, revise, manipulate, sort, calculate, store and retrieve data for use by others. This list is not all inclusive. Candidates must meet the typing proficiency and office automation skills, as well as the experience required for this position. Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
