Duties

You will assist with the oversight and control of the operation/maintenance of accounting, financial management, and financial feeder systems supporting accounting, reporting, and management of information for the Department of the Navy. You will provide information about, and interpret standard organizational budgetary and accounting practices and regulations. You will perform specialized work involving managerial or administrative work in connection with accounting systems. You will perform professional accounting services to the assigned area and to other financial managers regarding the accounting function and the application of accounting principles, policies, and procedures.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

The recent graduate program is for those who have graduated, within the past 24 months or 4 years for veterans, from a qualifying educational institution. Applicants must meet the basic education requirement below (TRANSCRIPTS ARE REQUIRED). In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Demonstrating knowledge of accounting theories and practices, methods, and techniques; 2) Applying Information Technology systems procedures for principles, concepts, and techniques of financial reporting systems; 3) Reporting techniques, oral and written, and effectively briefing more experienced individuals; and 4) Demonstrating knowledge of principles, techniques, and practices of professional accounting. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: (TRANSCRIPTS ARE REQUIRED)

Successful completion of an accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
