The NIH Clinical Center's Department of Laboratory Medicine offers laboratory diagnostic support in the area of immunology, hematology, phlebotomy, microbiology and chemistry.
Duties
The incumbent serves as the 2nd level supervisor for some or all of the following laboratory services: Hematology, Chemistry, Evening/Night Shift, Phlebotomy/Accessioning, Immunolgy, Sterility, and Microbiology. They have the supervisory responsibility, through subordinate supervisors, of oversight of a large staff of medical technologists and other technical staff.
As the second-level supervisor and technical expert, the incumbent assists the Lab Manager in managing the entire Laboratory as well as managing the programs of assigned Sections by carrying out the following duties and responsibilities:
Supervises the Sections' staff through subordinate supervisors by performing such duties as assuring reasonable equity among sections of performance standards and rating techniques developed by subordinate supervisors; making decisions on work problems presented by subordinate supervisors or similar personnel; evaluating subordinate supervisors and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors; making or approving selections for subordinate supervisory positions; hearing and resolving group grievances or serious employee complaints; reviewing and approving serious disciplinary actions (e.g., suspensions) involving non-supervisory subordinates; and recommending awards or bonuses for nonsupervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others.
Coordinates and integrates a number of major work assignments, projects, or program segments of professional scientific work assigned by the Department Chief or the Lab Manager. Such coordination may include identifying and integrating internal and external program issues affecting the Department such as those involving technical, financial, organizational and administrative factors or the recommendation of resources to devote to particular projects or to allocate among program segments.
Manages budget and intercedes with central procurement officials to expedite emergency orders and/or facilitate complex purchases of supplies or equipment.
Reviews monthly financial statements for variance, maintains spreadsheets and adjusts rate of spending to remain within allocated funds. Organizes a system of inventory and stocking for common laboratory items, ensures proper storage and levels of supplies to provide uninterrupted service to all services within the Department of Laboratory Medicine.
Prepares reports to monitor laboratory operations and to compare against like institutions for benchmarking and prepares cost per test analysis as well as oversees a productivity measurement that monitors workload through timing of test procedures.
Participates with members of other Clinical Center departments to accomplish interdepartmental goals such as outpatient improvement projects and executive level projects for organizational improvement.
Attends national and regional scientific meetings, meets with area laboratory managers from clinics and hospitals to share information and to remain abreast of scientific advancement in the field of laboratory medicine; and attends equipment and technology exhibits to learn of new technology for Introduction Into the laboratory.

Qualifications
You qualify at the GS-0644-13 grade level, if you meet the following qualification requirements:
A Bachelor's or graduate/higher level degree from a regionally accredited college/university including courses in biological science, chemistry and mathematics, AND successful completion of a Medical Laboratory Scientist/Clinical Laboratory Scientist program accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
A full 4-year course of study that included 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post- bachelor's certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology.
OR
A Bachelor's or graduate/higher level degree from an accredited college/university, including 16 semester hours (24 quarter hours) of biological science (with one semester in microbiology), 16 semester hours (24 quarter hours) of chemistry (with one semester in organic or biochemistry), one semester (one quarter) of mathematics, AND five years of full time acceptable clinical laboratory experience in Blood Banking, Chemistry, Hematology, Microbiology, Immunology and Urinalysis/Body Fluids. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in A or B above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.
ADDITIONAL REQUIREMENTS:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal Government performing the following types of tasks: overseeing specialized and technically demanding analytical clinical laboratory procedures for diagnostic and research purposes; performing and overseeing quality control in a clinical laboratory; serving as a technical expert for hematology, chemistry, phlebotomy/accessioning, immunology, sterility, or microbiology; evaluating new procedures and determining accuracy and suitability for clinical application; and providing guidance to medical laboratory personnel.
