Duties
Determines detailed project objectives and key milestones, cost estimates, schedule for deliverables, staffing needs (in-house and contracted), budget requirements and fund sources, task orders, reporting requirements and standards for project quality and timely completion.
Responsible for all phases of project development from pre-design through construction for complex projects spanning multiple years involving sequencing of overlapping operations, a high degree of political visibility and oversight, significant resource issues and complex problems requiring creative solutions.
Manages the technical, financial, personnel, on the ground contract oversight, and customer service aspects of assigned projects and serves as the central point of contact for all project issues; is accountable to the Division Chief for the success of the project.
Establishes and manages a small to medium sized interdisciplinary team that assists with planning, design, and construction oversight to ensure protection of park resources and successful completion of project for all stakeholders.
Duties will be developmental in nature when filled below the full performance level.

BASIC EDUCATION REQUIREMENTS: All applicants must meet the basic education requirements for at least one of the series listed below:
Basic Requirement for Engineer, GS-0801/0810
Possess a degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
A COMBINATION of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
-Specified academic courses: successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
-Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of an engineering degree, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Basic Requirement Landscape Architect, GS-0807
Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in landscape architecture or landscape design.
OR
A COMBINATION of education and experience that includes 1 year of experience for each year short of graduation, under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
Basic Requirement Architect, GS-0808
Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least 30 semester hours were in architectural design, AND 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
A COMBINATION of education and experience including college-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, AND a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
AND MINIMUM QUALIFICATIONS
GS-12: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors) performing professional engineering or architectural work. This experience must include: (1) Applying theories, concepts, methods, techniques, principles and practices involved in project management in order to oversee one or more projects; (2) developing project specifications and design criteria for major architectural and construction projects involving office buildings and public facilities; (3) using project management software, such as Computer-Aided Design (AutoCAD), to collect, analyze, report and calculate project data; and (4) communicating with A/E (Architecture/Engineering) firms regarding technical information contained within design drawings and specifications, etc.
GS-13: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors) performing professional engineering or architectural work. This experience must include: (1) Determining project objectives, goals, timetables, schedules, milestones, cost estimates, and staffing needs for project quality; (2) Initiating, guiding and controlling design and construction projects (e.g. visitor centers, campgrounds, lodging, water and wastewater systems and treatment facilities, roads, parking and transportation system infrastructure); (3) Negotiating Architecture/Engineering (A/E) services, construction management services, and construction contracts to carry out a multi-year program of work; (4) Managing a multi-disciplinary team to identify technical or policy issues, coordinate solutions and keep projects within established scope, schedule and budget.
